The unions, surprised, learned of the three-year mission launched by Toulouse Métropole and the town hall on April 1, which signs their commitment to resolve absenteeism. “Its ambition is to better support and monitor agents in difficulty but also to build prevention plans involving all stakeholders (agents, directors, prevention assistants, doctors, psychologists, representatives of the CHSCT, etc.), continues Toulouse. Asked about the absenteeism rate in the ranks of metropolitan and municipal officials, the Métropole is silent: “The figures relating to absenteeism, they are being consolidated and will be presented, as required by law, during a city council by the end of the year. »
The only clue to the trend in absenteeism can be found in a few words in the reply sent by e-mail. “That being said, with the COVID period, it is difficult to make comparisons…”
“It is no more a problem than elsewhere”
According to a trade unionist, the figure would have increased. “It was confirmed to me on the sly,” he assures. The problem is that the definition of absenteeism divides unions and management. “Toulouse Métropole explained to us that all those who were on parental leave or in training were considered absent. It’s a lie. In reality, absenteeism concerns agents awaiting reclassification,” criticizes a union present at the meeting. According to him, the number of agents to be reclassified would have increased from 400 in 2014 to nearly 600 in 2022.
Nicolas Refutin, secretary general of FOToulouse Métropole (majority) believes “that once the definition of what absenteeism is will achieve consensus, the real one, we will have to find a solution to reduce it”. He hopes that the chosen method will be that of “carrots and not that of sticks”. more important than in the private sector.
Jean-Luc Moudenc, at the start of his second term as mayor, made the subject one of his keystones on the social side. Four years ago, the Metropolis had started a project on absenteeism, but it had come to nothing, according to the unions. What if this mission was the right one?
