When it was believed that everything was beginning to be routed towards the stabilization of the Valledupar Public Services company, Emdupar, and because there was also talk of a good understanding between the intervening agent of the Superintendency of Home Public Services and the unions of the municipal entity, a confrontation arises between the parties that has ruined the good negotiation that was in process.
From the very moment of the intervention by the ‘Super’, the atmosphere that was breathed in Emdupar was one of hope, at least that was what was apparently reflected because the union and the new intervening management seemed to speak the same language in pro the recovery of the company and avoid its definitive liquidation.
Both parties were flexible and willing to give whatever was necessary to achieve the goal of making Emdupar viable. In addition, some things were beginning to improve from an administrative point of view, which was evident in the timely payment to employees and contractors. .
But when reaching the point of establishing an agreement to sign with the unions the new collective agreement within the restructuring that seeks to save the company, which was to take place this Tuesday, November 7, everything collapsed because the ‘Super’ demanded eliminate the compensation table for dismissal without just cause, something that the unions did not accept. That’s the crux of the matter.
It could be said that the position of both parties is understandable: one interested in creating financial conditions that allow them to make the company viable and the other willing not to lose labor rights acquired for many years, but that represent budgetary amounts that are not within reach of Emdupar.
This is then where the question arises: why has the largest company in the municipality, once profitable, reached these extremes of financial unviability?
Many people can answer that question: the ruling political class of the last two or three decades that only remembered the company to do business for private benefits, the few non-sanct criteria for choosing managers, the The disproportionate position of the union leaders, the culture of non-payment for services by a large sector of citizens, the lack of vision of many mayors, are among the factors that ended the entity considered the jewel in the crown.
Consequently, we are now faced with a company seriously threatened with being liquidated, a Vallenato community that suffers from service deficiencies, a large number of workers who see their job stability at risk, while many contractors and partners from the different administrations, who have passed in these last four years, achieved significant economic dividends.
It hurts to say it, but that is the sad reality that tarnishes the good image of a city like Valledupar, characterized by its constant boom and projection.
