/ world today news/ The Minister of Justice Hristo Ivanov will answer a parliamentary question in which the representatives of the “BSP left Bulgaria” Filip Popov and Chavdar Georgiev claim that violations are allowed and tolerated in the supply of food to prisons.
The parliamentarians claim that from September 11, 2014, when Hristo Ivanov held the position of acting Minister of Justice – partially, and from January 8, 2015. – in full, the Main Directorate “Implementation of Punishments” receives the supply of food and food products without contracts, since the previously concluded ones have expired. “GDIN spends millions of BGN budget funds every month, without any respect for the law,” Popov and Georgiev stated in their questioning, reported a BGNES reporter.
The General Directorate “Execution of Punishments”, which manages prisons in our country, is subordinate to the Ministry of Justice. “All these gross violations of the law are carried out against the background of your statements about the rule of law, the rule of law, and the obviously false desire and will of the government to achieve Schengen membership,” Popov and Georgiev point out in their question to Hristo Ivanov.
The MPs also claim that, as the person in charge of prisons, the Minister of Justice did not apply Article 10, para. 2 of the Law on Execution of Punishments. “Will you continue the policy of allowing and tolerating lawlessness and financial irresponsibility? Do you intend in the future to immediately terminate the operation of illegal contracts, what and when will you take steps to ensure compliance with the laws, and in particular will you exercise direct control over the conduct of future public procurement, so that they are carried out according to the established legal order, while guaranteeing the principle of competitiveness and not allowing violations of the law?” ask the parliamentarians and expect Hristo Ivanov to make a “self-assessment of the policy you have led up to now and the admission of illegal spending of budget funds”.
BGNES reminds that according to a report of the Ministry of Justice prepared in March, the merger of DG “Execution of punishments” and DG “Security” into a new Executive Agency “Execution of punishments and protection of the judiciary” is foreseen. A reduction of 720 employees from GDIN and GDO is also planned.
