The approval with vote of confidence of the August decree in the Senate brings with it a novelty for citizens and consumers: the cashback, i.e. the reimbursement for expenses made with traceable means of payment (credit cards, debit cards, App and wire transfers) . To illustrate the new procedure (already known to some users of particular credit cards or payment apps) it is worth starting from the positive side. The latter is represented by the possibility of obtaining back up to a maximum of 300 euros for a minimum spending threshold of 3 thousand euros (i.e. 10%) over the course of a year and 1,500 euros per semester. A minimum transaction threshold should then be set (assuming 50 per semester and 100 per year).
The expenses must be physically carried out in commercial establishments and, therefore, shopping on the Internet is excluded, where you pay almost exclusively with digital means. The purpose of the measure is, in fact, to favor the emergence of VAT, IRES and IRPEF which, by paying in cash (and perhaps without a receipt), could be processed by the sellers. This is why the measure rewards only those who could pay cash.
There is also a “super-cashback” (even in this we are hypothesized, we are talking about 3 thousand euros) for the buyers who will use electronic means of payment the most and first regardless of the volume of transactions. Also in this case, the objective is anti-evasion since encouraging the payment of small expenses with electronic money means bringing out hundreds of millions of transactions. It is not certain that the attempt will be successful if the commissions on small transactions are not reduced. It was the intention of the government to facilitate its lowering up to 25 euros (the threshold for which it is not necessary to type the pin on contactless cards) or even 50 euros, but so far there has been no progress. It is not certain that the resources of the Recovery Fund cannot be committed in this direction.
However, there is also a premium for traders, a sort of “Pos bonus” equal to 30% of the commissions applied to digital transactions but only if the annual turnover is less than 400 thousand euros. Perhaps a little little considering that from next January 1st they will be subject to adapt to the receipt lottery, that is the monthly and annual super-draw (total prize pool of 50 million) for those who register receipts of an amount exceeding 1 euro on a portal that will be prepared ad hoc.
Speaking of registration: it is also used for cashback. The dl August entrusts the service to PagoPA and Consap with the provision of reimbursements. It is likely that you will be asked to register with Spid on the IO portal, the one already used for the holiday bonus. It will thus be easier for the Revenue Agency to cross-reference our tax data with those of our means of payment.
