The “Saïd Dehiles” hospital in Ouadhias, with a capacity of 120 beds, was damaged. It does not even have an ambulance in good condition to evacuate a patient in an emergency to another hospital structure. The only ambulance he owned is old and therefore often breaks down.
This observation on the management and operation of this hospital, which entered into operation in 2021, was established this Thursday by the Executive of the APW of Tizi-Ouzou, at its head, Mohamed Klalèche. The visit of the Executive of the first elected institution of the wilaya of Tizi-Ouzou devoted to this public hospital establishment (EPH) was decided following the multiple grievances established by the citizens of the Ouadhias region where they reported its catastrophic situation and which, let us remember, has been well and truly observed.
With regard to human resources, the real needs of medical specialists are at least 25, whereas there are only 14 specialists working in this health structure. General practitioners are eight in number while they must be double or even triple to ensure real care for patients. The security guards are only four in number whereas there should be at least fifteen. The housekeepers are only five in number while the structure needs at least twenty.
The operating theaters do not work because they lack the necessary equipment. Even so-called emergency surgery does not exist in this hospital due to the lack of equipment. The maternity service works but the presence of a gynecologist is lacking. Only midwives, whose number is limited, struggle to assist patients. And in the event of a complication, you have to rely on a charitable soul with a vehicle to carry out an evacuation to a structure, public or private, with a gynecologist among its staff.
In the event of a cesarean delivery, it is the same process and the same obstacle course since at the level of this hospital baptized in the name of the late ALN colonel Saïd Dehiles, we cannot face this kind of intervention due to the lack of a doctor specializing in this type of intervention and of adequate equipment. The kitchen is not operational. Meals for the sick are served from the Boghni hospital.
The electricity generator (generator) is out of order. At the end of the meeting provoked on the spot, and this as soon as the Executive of the APW arrived on the premises, the director of the hospital structure, Mr. Abassene, acknowledged the shortcomings reported, but defended by saying that when he took office on April 25, 2022, he had found the situation deteriorated. He also indicated that he had made a report to the guardianship, notifying him of a breach.
The acting director of health and population (DSP) of the wilaya, Farid Selmi, tried at the beginning of his speech to highlight the principle that any new structure, hospital or otherwise, experiences this kind of situation.
“It is only over time that its various managers and actors establish an organization chart defining different needs that the structure in question enters into its normal functionality,” he said.
Having failed to convince anyone, Farid Selmi, a perfect orator, gave another orientation to his speech. Indeed, he will say that a call for tenders for obtaining the necessary medical equipment was launched, but was deemed unsuccessful.
Regarding the park, he assured that as soon as the wilaya of Tizi-Ouzou receives its batch of ambulances, it is the Ouadhias hospital which will be served first. Regarding meals for patients, an agreement will be signed with a Boghni contractor in the next few days to ensure meals for patients. However, until now, their meals are served from the EPH of Boghni.
For his part, Mohamed Klalèche criticized the officials concerned for two main errors. The first: during the two ministerial visits, no one reported any failure. The second: the order for the equipment was not made at the right time, that is to say even before the reception of the hospital.
In a press briefing that he will moderate later, more precisely after declaring the end of the meeting and visiting a good number of departments of the hospital, the President of the APW declared that the institution he chairs will spare no effort to remedy this “untenable” situation. “As an immediate measure, he said, we will ensure that the CHU Nedir Mohamed of Tizi-Ouzou lends an ambulance to this hospital in Ouadhias while waiting for its quota”.
Mohamed Klalèche called for the public authorities to respond as soon as possible to the needs of the Ouadhias hospital, both in terms of material needs and the need for the human element.
