Like some other cantons, Thurgau has to find a successor to the “Juris 4” judicial solution. According to a statement from the canton, all maintenance and service agreements will be discontinued at the end of 2027. As part of the “Smart Justice” program, a successor solution is to be procured and implemented, as the ‘Thurgauer Zeitung’ first noticed. The government council is applying for a framework loan of almost 12.4 million francs.
First project for Juris replacement in 2015
Juris 4 is currently used by around 500 users in 20 organizational units in Thurgau to manage legal cases. According to the documentation for the credit line, Juris is over 30 years old and has only been rudimentarily adapted to current requirements during this time.
The canton decided to renew the application back in 2015. The “Juris 5” project was canceled a few years later by the supplier Abraxas. Abraxas made another attempt with “Juris X”, which the manufacturer wanted to develop for the Zurich prison system as part of a winning tender. This solution should then also be offered in other cantons.

Independent of Justice 4.0
According to the government, the renewal of the case management application will take place independently of the Switzerland-wide Justitia 4.0 project. This will result in further tasks for Thurgau, including the procurement of electronic file management and the connection of the case management application to the exchange platform “Justitia.Swiss”.
The costs for this should be applied for to the Grand Council in a further framework credit as soon as the national legislative process of the federal law on the platform for electronic communication in the judiciary (BEKJ) has been completed.
Award planned for 2025
As can be seen from the documentation, the canton plans to procure the new application in 2025 – “in accordance with procurement regulations”. The contract should be awarded to the new supplier and implementation should begin by the end of 2025 at the latest. The aim is for a first version of the new core application to be available by mid-2027, with which operations can be maintained if the existing solution is decommissioned at some point.
Freehand in Zurich
As the canton of Thurgau writes, Juris replacement procurement is also pending in other cantons, including Aargau, Graubünden, Solothurn and Zug. Discussions would take place between the cantons about possible synergies in intercantonal cooperation
In Zurich, the replacement procurement was finally resolved with a direct award to the Glaux Group. Glaux supplies the people of Zurich with its standard software Gina, which Glaux has had in its portfolio since it took over the Bernese manufacturer Ultrasoft. It is being investigated whether everything went correctly in the discontinued Juris-X project in Zurich the canton’s financial control.
