Through the change in the Ministry of Internal Affairs, the practice of the bought vote will be changed –

/ world today news/ “There are grounds for reservations as to whether the change in the Ministry of the Interior will change the practice of expanding the use and control of the bought vote, because several ministers changed, but this practice was developing.”

This was stated by the deputy chairman of the BSP and deputy chairman of the National Assembly Yanaki Stoilov in the morning block of TV7. According to him, this practice is much deeper and does not rely only on the abilities of the Ministry of Internal Affairs and other bodies, and this should be one of the tasks to be set. “The new Minister of the Interior will be a suitable link between the Prime Minister and the new professional leadership. Mrs. Bachvarova’s communicative qualities will probably be well applied in this model. In addition, the Prime Minister himself said that he best understands the work of the Ministry of Internal Affairs and other services, and perhaps this way he will have the opportunity to have a more direct control over their activities,” added the People’s Representative.

Stoilov is of the opinion that after the official model of the coalition in the quadruple format, the partnership has many more dimensions. “It is not as publicized as it was in the previous cabinet. Now Borisov mobilely uses and creates various modules in the coalition, especially when solving financial and economic issues,” he explained and added that it remains to be seen whether there will be changes in the behavior and attitudes of the DPS leadership, because at least so far the DPS joined the coalition format. “We attribute this to certain relationships that have almost never broken at the highest level. Boyko Borisov is not a person who protects only foreign interests. Here things have a certain reciprocity, but the questions to what extent and until when remain open,” commented the socialist.

When asked whether, with the change of the Minister of the Interior, the first nuts of the question “Who” will be dismantled or the backstage will become bigger, Stoilov expressed the opinion that a lot will go wrong if the answer is sought only in the “Security” sector. According to him, there are much wider dimensions and therefore the whole management palette should be looked at. “Besides in administrative terms, in some cases it is not only a question of deep changes, but of shifting the layers. When key sectors are seen, then generalizations can be made,” said Stoilov. He gave an example of the suspension of the license of a large enterprise such as Dunerit. “Isn’t this part of the projections of disputes from the bankrupt bank, because after the public has paid several billion for these accounts, won’t another price be indirectly paid for the various enterprises possibly controlled by this financial institution. Because the appetites will be transferred to the economic structures after the financial ones”, specified the socialist.

The Deputy Chairman of the BSP emphasized that the new debt for BGN 16 billion was supported by the parliamentary groups, with the exception of the BSP and Ataka. “The question is whether the Claims Guarantee Fund will not be replenished because these funds have been given,” he said. According to him, it is necessary to carefully monitor what part of the loan funds will be spent on in the coming months and years. “In the consultations with the president, he raised the question of the need to update the budget in the defense part. Against the background of everything that is happening, this also fits. As well as GERB’s ambitious rehabilitation program, which is to be financed by the Bulgarian Development Bank. Here are a few billion that will receive an answer as to what they will be used for,” the MP explained.

Will the Prime Minister not at some point say that this debt is not his?

Stoilov commented on the statement of Economy Minister Bozhidar Lukarski that the Reformers and GERB expect a full mandate from the government, saying: “They can expect anything. It was also said about the previous government that it was not elected for a fixed term, but lasted about 1.5 years. I think that the prime minister himself has no answer for the duration of the government’s mandate”. According to him, giving answers from individual ministers will not guide the public in the real processes. The socialist recalled that shortly after 100 days, changes began to be made in the government and, according to him, we should ask ourselves who will be next. “Will the prime minister at some point say that this debt is not his. They should also ask the Minister of Finance, who resigned some time ago as an MP with the explanation of the head of GERB that his income is small and his peers are rich. Could it be that by accepting the debt, he has solved this problem with a view to improving his personal financial situation?”, asked the Deputy Chairman of the National Assembly.

Yanaki Stoilov explained that preparations are currently underway to submit a request to the Constitutional Court, because the BSP believes that the amount of debt taken is not justified. “No prior authorization was given for the entire amount in the Budget Act. BGN 6.9 billion has been agreed for 2015 as external debt that can be assumed by Bulgaria. The three-year financial program is not limited in certain numbers. Not all of these agreements are included in the ratification package. Not least, in the second reading of the ratification bill, no motions were admitted to it, such as were made. There are grounds for this issue to be seriously discussed by the Constitutional Court,” concluded Stoilov.
