The European Union gave Italy its yes to start a series of checks through a new technology, which allows the use of taxpayers’ data and through artificial intelligence to control the actions of citizens, who hide behind taxes and tax obligations. This is why the crafty ones are trembling now. The behavior of citizens will be controlled by artificial intelligence, in order to understand who does not pay VAT or who has received bonuses and various contributions without duty.

The Director General of the Revenue Agency, Ernesto Maria Ruffini explained how important it will be to be able to use artificial intelligence: “With this project, an important strengthening of the activities to combat the phenomena of tax evasion and avoidance is expected. Basically, we will introduce, experiment and use innovative techniques of network analysis, machine learning and data visualization, in order to create a new system to support the processes of identifying subjects at high risk of evasion “.

For this the Agency will even be able to request back bonus money that the citizen should not have, thanks to the work of machine learning, network analysis and data visualization.

Checks on VAT, who risks

Now, the Revenue Agency has the goal of recover 45 billion from VAT and self-employed workers. A three-year period that sees the control of 340,000 subjects in perspective and there are those who are starting to worry. More in-depth checks on those taxpayers who have received a lower score than the ISAs, indices that provide a synthesis of values with which the normality and consistency of the professional or corporate management of taxpayers can be verified.

Many self-employed workers and holders of VAT numbers, between 2021 and 2023, will have to account for some unpaid taxes or bonuses received unduly. The State, after having provided concessions against the pandemic crisis for months, now wants to see clearly and will carry out about 300 checks a day, for a total of 110,000 a year. Of course, those who have done everything in order have nothing to worry about.

For the controls, we will focus a lot on the design of collaborative fulfillment which sets itself the goal of establishing trust between the taxpayer and the administration, to increase the level of certainty on relevant tax issues. Small businesses, VAT numbers, freelancers, will have to be more careful: it is above all they who now risk having to return bonuses.
