The objective of the discount measure on state-owned bus trips is to avoid asymmetries between the different modes of land transport and promote the use of public transport instead of private transport to reduce the consumption of hydrocarbons and alleviate the financial burden before the rise in prices on a day-to-day basis.
Validity
These free tickets for regular travelers will be valid throughout the year 2023 divided into three periods:
- Between February 1, 2023 and April 30, 2023.
- Between May 1, 2023 and August 31, 2023.

Acquisition
Users who wish to purchase discounted tickets during the period of validity of the measure may do so through the usual marketing channels of the concessionary companies. These companies will provide users with a unique code for the multi-trip ticket for the recurring route and the user must obtain a ticket associated with this ticket to make the trip.
Concessionary companies may not charge users charges for the issuance of multi-trip tickets or for the sale of tickets associated with these tickets.
Users who purchase discounted multi-trip tickets must pay a deposit that will be refunded if the minimum number of required trips is made. If this minimum number of trips is not reached, the deposit will not be returned and no fee will be charged.

The concessionary companies will be responsible for compliance with the conditions of creation, sale, use, return and proper use of the multi-trip tickets in accordance with the provisions of the corresponding Resolution.
Conditions
The Resolution of the Secretary of State establishes that the ticket will be personal and non-transferable and for each period of validity, the acquisition of a single multi-trip ticket per person and origin and destination will only be allowed.
In addition, it will not be possible to make more than one round trip per day, unless it has been previously cancelled. Likewise, the user will not be able to buy tickets for consecutive trips if at least three times the duration of the outbound trip has not elapsed between one trip and another.
If the user does not cancel a trip formalized and not made at least 24 hours in advance, it will be considered improper use, as well as the use of a ticket by a person other than the holder.
Thus, the deposit will be withdrawn and seized from travelers with inappropriate use when these practices recognized as inappropriate have been detected three times.

This return will be made at the end of the validity period and within a maximum period of one month. For tickets obtained with payment in cash, the refund must be requested by the user to the concessionary company, within a period not exceeding two months from the end of the validity period of the multi-trip ticket.
