This will be the expansion of terraces in València

VALENCIA. The Valencia City Council This Friday the Local Board approved the document that establishes the conditions in which the terraces can be extended and even go down from the sidewalk to the road, as the municipal government had announced after agreeing these permits with the Neighbors Federation and the Federation of Hospitality of Valencia. So, among other things, what was approved this Friday establishes that only 50% of the terraces of the hotel business can be expanded as an exceptional measure to mitigate the economic impact of the health crisis. It could therefore affect some 3,700 terraces throughout the city.

Requests to process the terrace expansion will be channeled through the District Boards and they will be valid until they can be opened to the public 100% freely. One of the conditions set by the Activities area, directed by Lucia Beamud, is that the total capacity after the expansion, it may not exceed 50% of the space divided by 0.75, so that the expansion will not affect similar growth in capacity.

Must exist as a minimum two meters distance between the tables or groups of tables, the awnings Existing fixtures may not close more than two sides and the enlarged area may not have an awning or hot or cold generating elements. In addition, the restriction to occupy public space next to a Well of Cultural Interest (BIC), as well as other locations not already allowed in the municipal regulations of the branch.

The expansion in residential streets -with the corresponding signal-, calls zones 30 and the single lane tracks by sense -without taking into account bus, taxi or bicycle lanes-. That in general terms, but there are specific conditions depending on the environment of the terrace in question.

For those expanded in sidewalks, pedestrian areas and other areas “affected by special studies”, the premises in question may expand the terrace also occupying part of the facade of the first adjoining premises “provided that the owner has the agreement”. That yes, in no case the occupation will be able to reduce the width of the existing pedestrian itinerary, as well as respect a distance of 1.5 meters in the itineraries accessible to furniture such as banks, litter bins or containers and parking spaces for people with reduced mobility. Distance, the latter, which will be expanded to 1.8 meters with stops EMT.

When the expansion is in the parking area on the road, no blue or orange area can be occupied (PRAY) without municipal authorization, as well as spaces reserved for people with functional diversity, spaces reserved for authorized vehicles or areas reserved for loading and unloading tasks.

The enlarged area should be next to the curb and in front of the facade, also being able to occupy that of adjacent premises. The document must underline vertical signage to prohibit parking during the terrace hours and separating elements must be installed to delimit the terrace with respect to the vehicles parked next to it.

However, the regulation establishes that a parking area cannot be occupied if there is a nearby lane in which the EMT circulates. Nor in taxi stands, ‘Kiss and go’ areas for schools, parking for institutions, authorities or health or welfare centers, or hotel establishments, sports and cultural venues. And much less if between the terrace and its extension there is a bike path in the middle.

Too terraces can be expanded in green areas, squares and garden areas, but only when it is made less than 30 meters from the premises and is visible from it, always preferably in front of the facade, or failing that, in the closest possible area. However, a 3-meter wide pedestrian itinerary must be respected.

For its part, in the Acoustically Saturated Zones (ZAS) This expansion will be prohibited “because there is no increase in capacity,” reads the approved document. And in areas dependent on the Demarcation of Coasts, it must have its corresponding authorization.
