this version will receive a tense support for two years

Here is the third update of Blender, since the revolution that was Blender 2.80. In reality, this version 2.83 is special: it’s a extended support version (long-term support or LTS). Thus, this version will see bug fixes for two years.
Otherwise, this version brings 1,250 corrections, support for importing OpenVDB files (volumetric object, developed by DreamWorks Animation), support for OpenXR (open specification provided by the Khronos consortium) allowing you to walk around in your 3D scene with a virtual reality headset, removing noise (denoising) directly in the work view using the NVIDIA OptiX cycle rendering engine, sculpting clothing, a rewriting of the Grease Pencil, improvements to the EEVEE engine, performance improvements, improvements to the video sequencer.

Have you ever dreamed of transporting yourself in your own 3D scenes? This is now possible in Blender thanks to the support of OpenXR. Currently, only the scene inspection is possible, however, it is a big step that has been taken.

Thanks to NVIDIA OptiX, a noise reduction algorithm for raytransparent renderings (like those produced by Cycles) you can work on your scene without having any noise. A correct result appears in a few seconds.

A new fabric brush allows you to sculpt flexible materials while respecting a physical simulation. Thus, it becomes simple to add pleats to your fabrics and to obtain a realistic rendering. Obviously, the brush provides properties to better control the deformations and the impact of your movements.

The set of 2D animation tools Grease Pencil received an improved rewriting as well as integration into Blender as well as performance. More specifically, you can now use your own way of manipulating objects from the Grease Pencil as if they were any models. Also, each stage fright can now have as much color as you want.

As in Cycles, it is now possible to preview the different passes of a rendering. For the moment, this functionality supports ambient occlusion, normal, depth (fog) and subsurface passes. Others will be supported in version 2.83.
In addition, transparent materials can now be used with volumes (for example, lights).

This version 2.83 offers new improvements on the sculpture features. It is now possible to configure the ratio and the shape of the strokes to sculpt in order to create regular patterns. Also, you can use two planes at a time to create steep borders between the two planes. The topology can be modified by following the movement of the brush. In addition, you can now combine the masks, the effect modifiers have been rewritten to be more flexible and faster and the rapid movements give better visual results. In the end, this rewriting has doubled the performance with files having lots of Grease Pencil objects.

Obviously, the Grease Pencil tool has also received improvements. In particular, new stage modifiers have been added. It also becomes possible to create a polygon from a plot. It is also an improvement of the user interface, making it easier to access opacity, fusion and peeling properties in channels.
But that’s not all, the global user interface has also received improvements, including the addition of a backup solution when clicking outside a gizmo or even, the addition of gizmos in the editor of UV coordinates.

As for the EEVEE rendering engine, it is now possible to make rendering pass typesetting, just as we would in Cucles. In addition, the cache of reflection probes are now stored in cubemaps and no longer cause artifacts. Normal high definitions can be used to reduce problems on dense models and hair geometries now support transparency.

This version 2.83 offers better performance improvements: the backward (undo) is much faster, the sculpture mode has a new option to reduce the number of viewport updates, the collisions of the tissue simulations are five times faster and the loading times of model and particle files for the simulation of fluids have been reduced.

The video sequencer has also received significant improvements, especially in the user interface and has a new toolbar making use simpler and allowing performance improvements. We will find a new cache on disc, preview of opacity and audio on the segments, better handles to control the segments.

But, again, this summary is far from covering all of the changes. You can therefore consult the details on official pages.
