It only forms in the upper atmosphere, when cosmic rays collide with nitrogen atoms, triggering nuclear reactions that create radiocarbon.
Since cosmic rays are constantly colliding with our atmosphere, we have a constant but very small supply of that substance raining on the surface. Some of them got stuck in tree rings. As trees add new growth rings every year, radiocarbon deposition can be traced back in time, providing a record of radiation activity over decades.
The huge radiocarbon spikes found in trees around the world mean an increase in cosmic radiation. There are several mechanisms that can cause this, and solar flares are great. But there are many other possible sources of radiation storms that haven’t been completely ruled out. Solar flare is also not definitively regulated.
