This is the result of the Manpower-Labour dialogue about JHT

A number of leaders of Trade Unions or Labor Unions met with the Minister of Manpower Ida Fauziyah for a dialogue regarding the issuance of the Minister of Manpower Regulation (Permenaker) Number 2 of 2022.

The dialogue was attended by the Confederation of All Indonesian Trade Unions (KSBSI) and the Confederation of Indonesian Trade Unions (KSPI). During the meeting, Ida revealed the background to the issuance of Permenaker 2 in 2022.

He explained that when Permenaker 19 of 2015 was enacted, Indonesia did not yet have an alternative social security scheme for workers who had lost their jobs or had been laid off.

“So there is a regulatory vacuum that regulates people losing their jobs. Now, after we have the JKP program, we are returning the nature of JHT as social security for old age,” Ida said in a press release, Wednesday (16/2/2022).

In this dialogue, Ida also explained about the Job Loss Insurance (JKP) program which was considered ineffective. According to him, the JKP has been running with the initial capital and participant fees paid from the government amounting to Rp 6 trillion and Rp 823 billion.

He mentioned that for other JKP benefits, the Ministry of Manpower has also prepared access to job market information through Pasker.ID and prepared training institutions to carry out re-skilling and up-skilling training.

According to Ida, Permenaker 2 of 2022 is a momentum to provide complete protection for workers/laborers in old age/retirement. On the other hand, for the risk of layoffs, there is currently a job loss guarantee program (JKP).
