Context:

Reform of the SBU is one of the main reforms, which needs to be held by the new government of Ukraine, said at the end of July 2019, the European Union Ambassador Hugh Mingarelli, who was completing his mission in Ukraine.

On July 29, then Secretary of the National Security and Defense Council Oleksandr Danilyuk said that the team of Ukrainian President Volodymyr Zelensky prepares a package of bills that should reform the SBU.

On October 15, the head of the SBU, Ivan Bakanov, submitted a draft law to Zelensky. On October 21, the then Deputy Prime Minister of Ukraine for European and Euro-Atlantic Integration Dmitry Kuleba said that the document had been submitted for NATO analysis, the agency reported. UNN.

Bill №3196 was registered in the Verkhovna Rada on March 10, 2020, Zelensky designated it as urgent. After revision by the committee, it was re-registered in the new edition in October 2020 as №3196-d… The Verkhovna Rada adopted the bill as a basis January 28, 2021.

Bakanov said that the reform of the Security Service of Ukraine provides for the reorientation of its functions, in the first place – to protect the “critical infrastructure”; the preservation of the “economic functions” of the SBU is not envisaged.
