Claire Reade: President Trump believed that the US must act independently, regardless of international partners or legal barriers. The administration relied on a certain demeanor that would achieve a major breakthrough rather than gradual progress. President Biden takes a different path. He thinks it is more promising to create a broad cross-border consensus on acceptable behavior and then show that China is operating outside of these norms. Such a consensus could have two effects: it could lead to agreements between a group of partners on security and long-term trade relationships that China is simply not a party to – or it could put pressure on China in areas where the country’s behavior is problematic is.
