The three buildings from 1964 look new. The Moulins Gémeaux residence has 137 accommodations, from studios to six-room apartments. Located northwest of Saint-Denis (Seine-Saint-Denis), it has just undergone a complete energy renovation, awarded during the third edition of the CoachCopro Metropolitan Trophies 2022.

“We redid the roofs, cleaned and insulated the facades, changed the windows that weren’t there”, lists Claire Revillion, co-owner and voluntary trustee . “We also redid the boiler room, installed an assisted ventilation system and installed valves in the floors to better balance the underfloor heating. A 3.3 million euro project partly financed by the works fund that the 137 co-owners disburse every quarter with part of the tender.

20 year loan

“Eager to have the smartest management possible, we set up this reserve well ahead of the legal obligation, explains Claire Revillion. This has enabled us to provide regular maintenance for almost fifty years. Despite everything, in 2015, the facades were starting to show signs of wear and tear and the roofs were leaking, causing damage to the apartments.

After an energy diagnosis, the condominium decides to make use of a tender by the Paris Climate Agency to start a BBC refurbishment project. Bank. His file is preserved. “We therefore had to carry out a more in-depth diagnosis to establish the various possible energy saving scenarios,” explains the mayor. But this obviously represented a cost: 140,000 euros. “Of course, we had a million euros in cash. We also got 2.2 million euros in aid. But we could only touch them when the work was completed. It was therefore necessary to propose to the co-owners to take out a twenty-year loan with small monthly installments. »

It was proposed to each co-owner to provide him with a precise projection of the amount of the work, and any subsidies.

A huge difference in comfort

However, half of low-income families were not all ready to make such investments. In order to convince them, information meetings and individual sessions were organised. “We proposed to each co-owner to provide them with a precise projection of the amount of work, and any individual and collective grants,” testifies Claire Revillion.

“Initially, some people thought that if we just re-roofed, we would have to pay less than in a global package. But the simulations have shown that if we proceeded in stages, we would lose all the benefit of the aid for a much less satisfactory final result, adds the mayor. This is what finally allowed us to get 105 votes in favor of the work out of 137 at the general meeting in October 2018″.

Mariette – the name has been changed -, 74, voted in favor and does not regret it. “As I live just above the bike room and the entrance hall, I felt an enormous difference in terms of comfort”, testifies the tenant of the residence. “My attic bedroom is much less cold. All for less financial effort. “How did I get the zero interest loan in ten years I have monthly payments of 98 euros which are not too much of a burden on my budget. However, as energy prices have risen, he hasn’t noticed any difference in his bill: gas consumption for heating has been reduced by 40%. But Mariette knows it: “If we hadn’t done anything, our expenses would have exploded. »
