France committed to preserving the ocean

The ocean covers more than 70% of the planet’s surface. Regulator of major environmental balances, provider of rich resources and biodiversity, major vector of economic exchange, essential link between countries and human communities, the Ocean is today threatened by numerous pressures such as the effects of climate change, pollution and overexploitation of marine resources.

Protecting the ocean means protecting a gigantic carbon sink and invaluable reserves of biodiversity. It is also giving hope to all those whose lives depend on our oceans, and a response to those who will face rising sea levels. It is reinventing the blue economy together, because it We must never forget that the sea represents, first and foremost, a source of income, jobs, food and innovation for people around the world.

In 2015, we succeeded in translating this ambition into a universal UN framework with the Paris Climate Agreement. In 2025, in the same dynamic, Nice will be a founding moment for the governance of the Ocean. The Nice agreements will be the framework within which the scientific community will come together to alert and guide the action of Heads of State for the climate, as is the case with the IPCC. UNOC must become the place where States and the private sector invest together to reinvent the ocean economy. Finally, UNOC must become a place of solidarity where we help developing countries adapt to the new blue economy, the fight against illegal fishing, a place where we help local communities adapt to the sea ​​level rise. We look forward to seeing you in Nice in 2025, for a conference resolutely geared towards action.

An action-oriented conference

UNOC3 aims to implement Sustainable Development Goal No. 14 (SDG 14) on the marine environment, currently the least well financed of all, with three priorities, in order to achieve a project of ambitious agreement:

  • work towards the successful completion of multilateral ocean-related processes to raise the level of ambition for ocean protection;
  • mobilize funding to conserve and sustainably use oceans, seas and marine resources for sustainable development (SDG14) and support the development of a sustainable blue economy;
  • strengthen and better disseminate knowledge related to marine sciences for better political decision-making.

The Nice Ocean Action Plan, composed of a political declaration and a list of voluntary commitments from stakeholders, will be adopted following international discussions held during the conference.

The United Nations Ocean Conference takes place over 5 days, from June 9 to 13, 2025.

Every morning, plenary sessions will be held during which UN member states will make declarations concerning their commitment to the Ocean. Each afternoon there will be 2 dialogue sequences bringing together Member States, UN organizations as well as representatives of civil society (NGOs, scientists, businesses). These dialogues, the “Ocean Action Panels” will enable the engagement of different stakeholders, the creation of coalitions and projects in favor of the Ocean. They will anchor the Conference in action by proposing concrete solutions with all of its participants.

Programming in parallel with international discussions

Three special events

Events, accredited by the United Nations and the co-organizers of UNOC, will be offered in parallel with the conference.

  • 4-6 juin 25 : One Ocean Science Congress (Nice)

    Organized with Ifremer and CRNS, the One Ocean Science Congress will bring together more than 2,000 international scientists. Their mission will be:

    • to identify indicators and innovative solutions for ocean health,
    • to support the creation of IPOS (International Panel on Ocean Sustainability) and the intergovernmental organization Mercator Ocean.
  • 7 juin 2025 : Coalition Ocean Rise and Coastal Resilience (Nice)

    Organized by the city of Nice and the Océan Climat platform, the Ocean Rise and Resilience Coalition summit will invite elected officials and managers from large cities and coastal regions, as well as the leaders of island states threatened by rising sea levels. will focus on accelerating collaboration, access to knowledge and finance to adapt to ocean and climate change.

  • 7- 8 juin 2025 : Blue Economy and Finance Forum (Monaco)

    Organized by Monaco, the Blue Economy and Finance (Monaco) forum will mobilize heads of state, businesses, financiers and civil society to invest significantly in the blue economy and sustainable maritime transport, and They offer innovative blue financial tools.

World Ocean Day Celebration

  • 8 juin 2025 : World Ocean Day (Nice)

    Organized by the United Nations, World Ocean Day will be celebrated in the presence of the main actors of global ocean civil society. Particular attention will be given to the People of the Sea.

Green zone, an area dedicated to the public

From May 28 to June 13, on the port of Nice and at the Palais des Expositions, an area open to the public will be dedicated to raising awareness for the protection of the ocean and the celebration of maritime culture.
