Third report on space-saving building in Berlin

From the meeting of the Senate on February 9, 2021:

In today’s Senate meeting, the Senator for Urban Development and Housing, Sebastian Scheel, presented the third report on the shelling of the House of Representatives from June 28, 2018 on “space-saving construction”.

In order to organize the growth of Berlin efficiently, an ecologically and socially appropriate redensification of already developed land should take place. This is intended to minimize the use of green and open spaces for structural use as well as new seals.

The third report shows how space-saving construction in the state of Berlin can be implemented using the urban development plans 2030 for housing, business and centers. The inner development in the urban area has priority.

Several new studies on multifunctional and multiple use illustrate the possible combinations between residential buildings, schools and social infrastructure.

At the II. Urban Construction Conference in February 2020, solutions were also developed to further strengthen space-saving construction.

Space-saving construction also affects the further development of existing settlements and the implementation of the high-rise model that has been developed. The “WoHo” project in Friedrichshain-Kreuzberg (Schöneberger Straße) is named in the report as an example of the implementation of the requirements of the high-rise model.

In order to enable a balance between the desired structural density and the needs of the residents concerned, the report shows corresponding specifications for compensatory measures.

The demands of the House of Representatives resolution for space-saving construction also coincide with the requirements of the building code. The obligation to use land sparingly and carefully results in the mandate to the senate administrations and district offices to examine possibilities for redensification of existing city quarters, the compatible multiple use of existing and future buildings or the subsequent use of fallow land before green areas or open spaces are claimed be taken.
