Thionville. Smitu wants to finalize after TransFensch

This Monday, the Smitu held its union council. For the elected representatives representing the municipalities and inter-municipal members of the Thionville Fensch (Smitu) mixed urban transport union, the meeting hardly lasted more than an hour and a half. However, certain points were of particular importance for the future of the structure in general and the future BHNS (Bus with a high level of service) in particular.

End of the public service delegation

On February 17, 2021, Keolis was chosen to succeed TransFensch as part of the establishment of a public service delegation (DSP) operating the Smitu network. There remained one last point to be ratified: the formalization of the termination of the public service obligation contract binding the SPL (local public company) TransFensch to the mixed union. Which was unanimously decided. End of story on 1is April at 0 p.m. As Smitu is the majority shareholder, it will only have to pay for the 2020 deficit of the TransFensch, a sum now estimated at € 4.4 million by the SPL. In addition, the latter “will be dissolved this year,” says Smitu president Roger Schreiber.

Boost on the BRT

At the same time, elected officials also examined the budget orientation report. The opportunity to prepare the progress of the BHNS Citézen file, a project whose commissioning was brought forward from 2028 to 2026. In this perspective, the transport network launched on February 22 “is a foreshadowing of the BHNS”, underlines the Mayor of Guénange, Pierre Taconni.

For the Yussois Laurent Schultz, if “the work has been done on the new network, there are still improvements to be put in place to sell it to people”. Third line to Luxembourg, engineering structure above the Moselle… one of the points presented during this budgetary debate was the signage of the entire increased mobility payment to the BRT project. In summary, this is an envelope of € 7.3 million intended to be set aside to finance the own-site transport project.

Today, part of this sum is used to finance the increase in the cost of the new network. A possibility offered on the condition that the project is related to the purpose of the BRT and “that the shares of the communities are increased”, continues the elected representative. To respond to this, the total participation of local authorities could be increased by € 1 million per year until 2023, or € 3 million in all.
