Thionville. Six new magistrates installed in the court, the workforce is complete

A third of the magistrates of the seat is renewed this re-entry. Six new judges have just been installed in their functions on Monday during a formal hearing at the Thionville judicial court. “The jurisdiction had not been complete for more than five years,” greets the president, Fabien Son.

A satisfaction shared by the public prosecutor, Brice Partouche. The five posts of his prosecution are occupied. But the prosecutor recalls that the reforms are piling up without the services being resized. He quotes the 2019 justice programming law, “which never ceases to apply both from the point of view of penalties and the transfer of powers”. It evokes the new justice of proximity. He embarked on the penal reform of minors and the bill of confidence in the judicial institution. He points to “laudable objectives but demanded by means of constant magistrates”. “As it stands, justice cannot ensure against risks, cannot guarantee absolute protection”, insists the public prosecutor. As it stands, justice cannot do everything.

Persistent lack of resources

To further support the demonstration, the prosecutor mentions that France is well below the European average in terms of the number of magistrates per capita. According to his calculations, the workforce should be multiplied by four, in Thionville alone. Finally, the court is experiencing a real deficit of officials in its offices: ten jobs out of 73 are unfilled.

The new magistrates are making their entry into this context. “You will practice in a region rich in its history and strong in its contrasts,” however reassures the prosecutor. The profiles of the six judges installed are just as diverse. Half of them had a previous professional activity. Jacques Ciampi, former member of the Air Force, reconverted in 2011, and Carole Pfletschinger, graduated from the magistrates’ school, are children’s judges; Héloïse Ferrari, passed through the services of minors, the prosecutor and the investigation in the jurisdictions of the region, becomes a judge of litigation and protection. Philippe Rousseau, a former gendarmerie officer, had become a judge in Épinal before joining the civil service in Thionville. Roxana Moïse leaves the court of Metz, to be judge of the application of sentences. Séverine Narbonne, former chief clerk, arrives as land register judge.
