How to improve the habitat?
• The plan. – “Find an inhabited city center. “More than an obsession, a campaign promise from Pierre Cuny. Which is characterized, today, by the deployment of the programmed Operation of housing improvement and urban renewal (OPAH-RU) approved by the city council on July 10.
Before detailing the plan of attack, the Town Planning department of the City diagnosed the state of vacancy in the city center. An idea widespread in Thionville, supported by data from the General Tax Directorate, would lead to a very high level of unoccupied buildings: “After a field survey, this vacancy is clearly less important than expected, contradicts Olivier Mitzner,” director of the regional development department. Out of 272 supposedly vacant dwellings, only 92 are actually vacant, which corresponds to a vacancy rate of 33% ”.
The “reconquest of the city center”, a formula widely used by the mayor, therefore promises to be less colossal than expected. To accomplish this, the municipality is counting on two incentive measures intended for owners: a campaign to help renovate and / or insulate the facade for buildings over thirty years old, the amount of which is equal to 20%. eligible work (with a subsidy ceiling oscillating between € 1,000 and € 2,000), and the granting of a vacancy exit bonus (from € 500 to € 1,000) for putting housing back on the market unoccupied for more than two years.
• The key figure. – € 14,500 or the average amount of aid per housing provided for by this OPAH-RU.
• The opinion of the opposition. – Healing the image of the city through this vast rehabilitation operation can only satisfy Brigitte Vaïsse. Not at all “in disagreement with this OPAH”, the opponent on the other hand expresses its rejection of the bonus for leaving the vacancy: “Public money is not intended to serve private owners. It is a real political divergence ”. Which will lead her to abstain when adopting this point.

How to influence the price of the real estate market?
• The plan. – To curb the continuous rise in the Thionville real estate market, the City is planning the creation of a Solidarity Land Office. Backed by numerous partners, including social landlords, the structure will make it possible to separate, during a real estate sale, building and land holdings.
Put more simply: the purchaser of a property will own the housing and not the land. Objective of the maneuver: “To allow Thionville residents to find accommodation at decent prices”, aims Pierre Cuny. Important note: any resale will be limited in terms of capital gain. One way to guard against the effects of land speculation.
• The key figure. – € 2,400 per m² or the objective sought by the municipality with the creation of this solidary land office. Currently, the price per square meter in Thionville fluctuates between 3,000 and 3,500 €.
• The opinion of the opposition. – Brigitte Vaïsse is convinced of the merits of this office. And for good reason: “It is a pleasure to see that you are taking up one of the points of our program”.
