After a strange debate, the senators ended up accepting the modifications they made to the bill in the Chamber of Deputies. They referred specifically to the fact that only seized medical products could be donated to the Ministry of Health after a rigorous administrative procedure in Customs and not for the simple suspicion of infringement, as originally approved by the Senate.

Liberal senator Eusebio Ramón Ayala was one of the few who admitted that the initial Senate proposal was unconstitutional.
