“In 2020 Seguro Popular was abolished and replaced by Insabi; However, in the middle of 2023 it was ordered that the disappearance of Insabi IMSS-Wellbeing was implemented. The NGO explained that, in general, access to health has worsened since, “in 2018, 20 million people did not have access to health services (16.2% of the total), after the pandemic distributed such need affected 50.3 million in 2022 (39.1% of the total).
Fonsabi
Regarding the Health Fund for Wellbeing (Fonsabi), México Evalúa pointed out that it is unclear and there is no certainty about what has been spent on it, in addition to the fact that its resources have decreased.
“In 2021, Insabi made transfers to Fonsabi for 64.4 billion pesos, which was considered effective health expenditure. However, that same year, Fonsabi returned 101,000 million pesos to the Finance Department of the Federation, so the record of the resources was lost, that is, it is impossible to know if they were spent on health. Then, in 2022, Insabi transferred 49,000 million pesos to Fonsabi, who returned 72,000 million pesos to Tesofe. That is, for two years in a row health spending has been increased,” it was said.
Regarding the resources in the NGO’s analysis, it was revealed that they have decreased by half.
“At the end of the last six-year term it recorded 117,000 million pesos, but at the end of 2023 it had only 41,000 million, 65% (76,000 million) lower than what it had at the end of 2018,” he said.
