In Ukraine, a number of teplokommunenergo announced their intention to increase tariffs for hot water and heating. Prices can rise by about 40%. At the same time, despite the promulgated proposal, it is too early to say that prices for communal services will be raised.
About this in the comments OBOZREVATEL said the expert of the analytical center of the Association of Ukrainian Cities Oleg Garnik… According to him, last year there was already such a practice when tariff increases were considered, but the new tariffs were not applied.
“The tariff setting procedure provides for public discussion and may take up to 2 months after the publication of the draft decision. As far as I understand, the preliminary discussion of these projects is underway. Whether new tariffs will be applied, we will know only after the relevant decisions are made by the local authorities.” So far, no decisions have been made, the old prices will apply to the population.
According to Garnik, although a memorandum was signed between the central and local authorities stating that tariffs will not increase, the conditions under which this will become possible have not yet been fulfilled by the central authorities.
“There are a number of obligations that significantly affect the capabilities of local governments,” says Garnik. “Among the conditions for unblocking the accounts of heating companies. In more than 50 cities, they are blocked. will not stick to one side, what’s the point of sticking to it the other? “.
We will remind, on September 30, President Volodymyr Zelensky said that prices for heat and hot water would not rise, because the government, Naftogaz, the Association of Ukrainian Cities and the Congress of Local and Regional Authorities signed a corresponding memorandum. Despite this, some cities began to publish draft decisions on increasing the cost of heat. In particular, in Kiev, it may rise in price by 40% in comparison with last winter.
