They propose a loan system for 117 bicycles and 46 electric scooters

Within the Sustainable Urban Mobility Plan of the city of Ceuta, the implementation of a system of loans of electric mobility equipment in which both bikes like scooters.

Specifically, this system would be made up of a total of 117 bicycles and 46 scooters, which will be distributed throughout the city in 15 parking and collection points, with a total of 152 parking spaces for bicycles and 60 for scooters.

According to the document of the City’s Sustainable Urban Mobility Plan, “it is considered necessary that the implementation be progressive, sequenced by phases, and, depending on the registered demand and the level of acceptance, it can be extended to other areas of the city, until achieving a network of stations that offers coverage to a large part of the population”.

The first parking lots would be located on the Paseo de la Marina Española 1, next to the Plaza de la Constitución; in the Paseo de la Marina Española 86, in the Plaza de la Peña ‘El Relente’, in front of the Juan Carlos I Park; in the gardens of the Argentinas; in the Port, next to the Civil Guard monument; in it Group of Regulars of Ceuta No. 54; and in the benzú viewpoint.

On the other hand, in the second phase it would be scheduled for the parking lots to be placed on the N-354 Highway, at the crossroads with the Pista del Cojo; on the N-354 Highway, at the junction with the Water Treatment Plant road; at the university hospital; at the confluence of San Juan de Dios and Martínez Catena avenues; and on Paseo de la Marina Española 9, next to a children’s play area.

Finally, the last of the phases would take these car parks to the covered sports center ‘La Libertad’; the ‘Santa Amelia’ Sports Club; Calle San Daniel 12, next to the bus stop; and the Guillermo Molina Sports Complex.

For the placement of these car parks, a study of various systems implemented in other localities has been carried out and some of their conclusions have been reported: “These car parks will opt for an open system where rental bicycles and scooters are available view and thus encourage citizens to use it; they will be located in crowded areas in order to encourage their use; integrate the loan service with public transport, with a transport ticket that can be used in both modes; and offer a rate chart that discretes between regular users and occasions”.

These stations could be connected to a platform that will allow configuring and monitoring the system, which would have one software per APP that would offer various functionalities such as the consultation of statistics and reports: recharging sessions, states, energy consumed, CO2 savings, among others; rate and payment management; the management of charging points and of the charging itself, being able to view all the charging sessions (both active and completed), with detailed graphics of each session; the possibility of managing access permissions to the service; incident management, with receipt of incident notifications in real time (lack of connectivity, failures reported by charging stations, failures reported by users, etc.); the location of stations, making it easier to find the closest one; and checking the availability of the station before going to it.

Regarding the management of these parking points for bicycles and electric scooters, it is still unknown if it would be public or private. This, according to the report of the Sustainable Urban Mobility plan, “will depend on the specific regulation in this regard that is going to be approved, the level of direct involvement in the management that the Administration of the Autonomous Cityand of the tariff policy, aids and subsidies, which are foreseen to encourage the use of the new system”.
