These “ghost” agencies offer deals on packages of up to 15 people, when purchased in advance, agents explain.
“They pay amounts that one wonders how they can pay, 50,000 or 60,000 pesos, and they answer us, and they tell us ‘I only have 20,000 pesos left, what can I do?’ close, fewer days, so that the family does not stay without vacationing,” Ortiz explained.
