The ordinance on the energy efficiency survey is definitely not too late, engineer Ognyan Atanasov – deputy chairman of the Chamber of Engineers in investment design – told BNR.

“The regulation has been in preparation for about a year. At the moment it had to come out much faster than expected due to the National Recovery and Sustainability Plan and the clarification that in 2026 the results will be reported according to the new Therefore, the regulation had to be urgently proposed, which, thanks to the experts of the Ministry of planning and development, it was ready, and it shouldn’t have been done now. According to the regulation on technical requirements for the energy characteristics of buildings, work is being done for all projects, for absolutely all investment planning in Bulgaria,” he explained in an interview for the “Horizon do noon” program.

According to him there are changes, but they are not colossal and are easily assimilated. Training on the specifications of the energy efficiency ordinance also begins today, which can also be consulted online through the website of the Chamber of Engineers in Investment Planning.

The Ministry of Territorial Development and Public Works has also published a revised draft of the guidelines for the request for energy upgrading of the residential building stock, phase 1, of multi-family residential buildings with a change in the deadline for the submission of proposals for the construction of the redevelopment investments. Instead of March 31 next year, the application deadline is now May 31.

Engineer Atanasov, however, urged people not to wait until the last moment:

“From the moment the procedure is announced, every missing day is lost. /…/ The blocks must act faster, because in the end it can also turn out that they have organized and collected, if the municipality itself has collected projects and proposals up to ceiling, they can no longer be joined”.

According to him, the Metropolitan Municipality has the largest budget: BGN 150 million, Plovdiv, Varna, Burgas, Vidin, Pleven, Ruse, Veliko Tarnovo, Stara Zagora and Blagoevgrad each receive BGN 50 million, while for the second group of municipalities , which includes 40 cities, the amount is BGN 30 million ceiling. BGN 15 million per municipality is allocated for the last group.

Engineer Atanasov does not agree to give priority to the largest buildings. He called on people in the blocks who have already refurbished their flats to join the blockade’s demand as well. With the complete renovation, the general temperature in the building rises, as well as the losses are reduced, it is categorical.

There is great interest, but also many questions and demands on the new phase of free renovation of housing in Kyustendil and Dupnitsa. Some of the people are reserved about this possibility.
