The top leadership of the Russian Federation is developing a plan to evacuate the country in case of defeat in the war against Ukraine. This was written by Abbas Galyamov, a former Putin speechwriter, who worked in the Russian government’s department for preparing public statements from 2008-2010, citing internal sources. According to him, work on the project with the unofficial name “Noah’s Ark” has been underway since spring.
China was initially discussed as a place to go in case of a critical issue in the Russian Federation. This proposal came from the billionaire Yury Kovalchuk – the owner of the bank “Russia”, which the US Treasury Department called “Putin’s treasurer,” writes Galyamov. However, the Kremlin “quickly became disillusioned” with the prospect of emigration to China, Galyamov says. The concerns of Putin’s entourage have to do with the Chinese way of thinking: “they despise others, especially if they have lost”. Currently, Argentina and Venezuela are being discussed as potential destinations, writes Galyamov.
The evacuation project in Venezuela, according to him, is controlled by the head of Rosneft, Igor Sechin, who is on good personal terms with President Nicolás Maduro. Direct field work is managed by Yury Kurilin, the right-hand man of the head of Rosneft, who until recently headed the company’s administration, writes Fakti.bg.
