They detect inconsistencies in the reception of Minas-San Francisco

The State Comptroller General (CGE) published a report in which it identified inconsistencies in the reception stage of the work of the Minas San Francisco Hydroelectric Project.

This work was contracted in December 2011 by the Public Company Electrical Corporation of Ecuador (CELEC EP) and was run by Harbin Electric International CO LTD. The inspection was carried out by the Hidrojubones Consortium.

The execution of the contract began on March 31, 2012 and was to end on March 30, 2016, but there were five deadline extensions which had to conclude on September 16, 2018. It was only inaugurated in January 2019.

The GCE found that it was approved, without clear justification, the return to the builder of 10,613,114.95 dollars that had been collected as fines for failure to meet deadlines.

It also detected that the construction of a combined well did not meet technical specifications, and that there were new items that were paid without support in the contract. The amount amounted to $244,030.66.

It also found that the contractor reduced the value covered by the faithful performance policy from $24,783,160.02 to 12.500.000 after signing the final receipt document for the civil works. (YO)
