Over 65 km of road III-906 through the Dyulin Pass will be repaired with funds from the republican budget.
The section connects the regions of Varna and Burgas and is an alternative for those passing through the “Primorski” /road I-9 Sunny Beach – Obzor/ and “Aitoski” /road ІІІІ-208 Daskotna – Aytos/ between the two areas.
The public order for the selection of the contractor was announced in April 2022, and the tender was appealed to the Commission for the Protection of Competition.
After termination of the appeal proceedings, the tender commission continued its work. In August 2023, by decision of the Chairman of the Management Board of API, the participants in the order were ranked and contractors were appointed.
For the first section, the “ROAD PROJECT” DZZD with a proposed price of BGN 69,999,248.31 excluding VAT, and for the second – the “DEVELOPMENT 2018” DZZD with a proposed price of BGN 69,995,395.29 excluding VAT. The decision was appealed, and on 31.01.2024
The Supreme Administrative Court announced the final decision on the appeals, by which they remain without respect.
On April 2, 2024, the former chairman of the Management Board of the Road Infrastructure Agency, Eng. Yasen Yordanov, signed the contracts for the major repair of road III-906 (Staro Oryahovo – Obzor) – Dyulino – Orizare – Kableshkovo – (Slanchy village beach – Burgas).
The route to be rehabilitated is divided into two sections. The first is 34.1 km long and runs from the village of Staro Oryahovo to the village of Gyulovtsa. The implementation of the construction and assembly works, after an open procedure under the Public Procurement Act, was assigned to the Road Project Public Safety Authority. Their value is BGN 83,999,097.97 including VAT.
The second section is 31.5 km long. It is from the village of Gyulovtsa to the intersection with the I-9 Sunny Beach – Burgas road, in the Burgas region.
The contractor is DZZD “DEVELOPMENT 2018”, and the value of the construction works is BGN 83,994,474.35 including VAT.
A construction permit has been issued for the first section from December 20, 2023. Currently, the activities necessary for the signing of Protocol 2a for the opening of a construction site are being carried out, after which the actual construction work on the ground will be able to begin. The goal is to start the renovation in April-May.
The project envisages complete reconstruction of the section and repair of two bridges over the rivers Dvoinitsa /at the 13th km/ and Bala /at the 32nd km/.
The deadline for the construction and installation works is 540 calendar days.
For the second section – from the village of Gyulovtsa to the intersection with the I-9 Sunny Beach – Burgas road, the Construction Permit is to be issued after the preparation of a complex report for the assessment of compliance with the basic requirements for construction and technical control under the “Structural” part.
After that, it will be possible to start the construction and installation works on the site.
During the main repair of the road, 4 bridges over the Byala River /at the 37th km/, over the irrigation canal at the 40th km, over the spillway of the Poroy Dam /42nd km/ and above the Aheloy river /at the 45th km/. The deadline for the construction works is 540 calendar days.
Construction supervision contracts have also been signed for the repair of the track.
The supervision of the first section has been assigned to the “Traffic Controls” DZZD with a contract value of BGN 1,338,000 including VAT, and the second to “IE Consultants 2022” DZZD. Their contract is worth BGN 946,920 including VAT.
