The change was published in the Official Gazette on Monday, almost half a year after the government promised to solve the problem.
consultant fiscal Adrian Benta | shows, in a statement issued Ziare.com, that people without income who are not co-insured (ie are not dependent on a family member who is insured) or who are not exempt from paying CASS (such as minors, for example) now have a choice between:
- to pay CASS, monthly, by submitting the insurance declaration to the Tax Office (statement 604) – the contribution will be 5.5% of the minimum wage per economy;
- to pay CASS only when I go to the hospital, in which case the 5% contribution is related to 7 minimum salaries, ie he will have to give 481 lei.
Adrian Benta shows, however, that if individuals do not use public health services, then they may not pay the contribution at all.
The solution came after almost 6 months
The new Fiscal Code, which entered into force on January 1, 2016, obliges people without income to submit to the Tax Office the declaration 604 and to pay the health contribution. This has aroused criticism, on the grounds that these people have no sources of income, so they would have nowhere to pay CASS.
The government has promised to resolve the issue six months ago. This is what the spokesman for the Executive said, Dan Suciu, on January 6, 2016: “We are doing an analysis on this topic. We want to eliminate the obligatory character as soon as possible. (…) I stick to this idea: those without income can enter the system by paying the contribution for the last six months. it is good that the CASS payment is made voluntarily, not obligatory, because it is an element of cohesion, of fiscal and social responsibility. So, we want to eliminate the imperative character, because there are situations that are not justified “.

But given that the change was made after almost 6 months, it is possible that some people without income received a summons from swirl for CASS payment. The government also considered these cases and applied a tax amnesty for them. So they don’t have to give any money, even if they received an information that they would have to pay CASS for the period January-May.
