The life of 44-year-old Plamen Nikolov would have remained anonymous if he had remained a deputy and not a candidate for prime minister of “There is such a people”. Since Friday, websites, Facebook, and politicians have been buzzing with curiosity about the debutant’s scientific and business career.
Even the Ministry of Education is ready to serve those inquisitive as to exactly what Nikolov’s dissertation is, but is waiting for his consent.
The ITN Prime Minister candidate is attacked for not having the mandatory detailed information attached to this scientific work of his.
The Higher Attestation Commission (HAC) submitted Nikolov’s dissertation in 2005 to the National Library “St. Cyril and Methodius” and in the then Central Institute for Scientific and Technical Information (CINTI)
without the mandatory
information card
with the details of its protection.
This was announced by the Ministry of Education and Culture and they added that the “doctor” degree of Plamen Nikolaev Nikolov was awarded with a certificate of the State Academy of Sciences with number 29412.
The inspection was carried out in response to strong public interest. The dissertation caused controversy after journalist Grigor Lilov wrote on Facebook that it had been added to the public register in recent days. The title of his post was “Behind the scenes behind the Prime Minister candidate. How on fire even a state register is manipulated to hide the truth!”.
Meanwhile, the website “Club Z” asked what exactly Plamen Nikolov studied because of “ambiguities in the biography of a debutante politician”. Observers discovered a discrepancy between his biography on the ITN website and his personal profile on social networks. “Club Z” even noticed that in the otherwise free encyclopedia Wikipedia, the article about Plamen Nikolov was created from scratch by an anonymous address on July 26 – days before his surprise prime ministerial candidacy was announced. A user with his initials edited the article in question several times, which violated the rules of “Wikipedia”. And all this was related to his doctoral dissertation.
The absence of the information card for the dissertation is explicitly noted in the inventory of dissertation (habilitation) theses, deposited by VAK, with number No. 91 of May 16, 2005, the MES clarified. The document is stored in the National Center for Information and Documentation (NACID) at the ministry – the successor of CINTI and refers to protocol No. 13 of October 18, 2004 of scientific commission 12 of the VAC. The information card contains all the details –
supervisor,

etc. And its absence makes the information about this dissertation in the NACID register too scarce.
Until 2011, the main data on those who obtained the degrees “doctor”, “doctor of science”, as well as on those holding an academic position, were initially entered in the electronic database maintained by the VAK. In 2011, these data were migrated to the “Electronic database for protected dissertation works and list of habilitated persons in the Republic of Bulgaria” of NACID. Then the data on Plamen Nikolaev Nikolov were moved and after July 12, 2011 they were not touched.
After that, this database was migrated to the “Register of persons who have acquired the educational and scientific degree “doctor” and/or the scientific degree “doctor of sciences”, of protected dissertation works and of habilitated persons in the Republic of Bulgaria” (RAS).
The batch of Plamen Nikolaev Nikolov in RAS was migrated on October 3, 2018 without any changes since its first transfer on July 12, 2011.
The incompleteness of the information regarding Plamen Nikolov’s dissertation is due to the lack of a completed information card, with which the dissertations were submitted to NACID until July 2018, explained the Ministry of Education and Culture
Nikolov’s dissertation was submitted to NACID with the already cited inventory No. 91/16.05.2005 from VAK. It was processed and filed in the NACID library in September 2005 with No. 135 in inventory book No. 3. In the Book on the movement of library funds, it is under #48 dated 2/09/2005. It received a repository signature 8487. In 2016, the NACID library joined the COBISS electronic catalog, and after migrating the bibliographic description of the dissertation, the signature and inventory were entered number.
Plamen Nikolaev Nikolov’s dissertation work is available in the NACID library. MES is ready to publish it after express written consent of the author.
According to Nikolov’s biography on the ITN website, he is a “Doctor of Philosophy of Law, Politics and Economics”, having studied at the Sofia University “St. Kliment Ohridski” and at the Austrian Universitat Klagenfurt. In the latest version of his biography, it is noted there that his doctorate was taken in Bulgaria.
