With the participation of authorities from the organizations in matters of Children, Justice and Education, the second meeting of the year of the Interinstitutional Family Board of the jurisdiction was held in the Court of Appeals of Rancagua.
The case was led by the president of the appeal court, minister, Ricardo Pairicán García, and the minister in charge of Family Affairs of the Court of Rancagua, Pedro Caro Romero. It was made up of the Seremi of Justice and Human Rights, Eduardo Marchant Cabrera; the Minister of Education, Alyson Hadad Reyes; the regional director of the Specialized Protection Service for Children and Adolescents (Better Childhood), Cristián Flores Valdivia; among other representatives of the institutions that make up this table, in addition, the Family judges and technical advisors of the region.
The participants of the Roundtable analyzed, among other topics, two complex situations that occur in the jurisdiction regarding children, such as cases in which children and adolescents lack schooling due to lack of places in schools and the execution of specialized clinical diagnosis. .
“We analyze the situation of children and adolescents (NNA) whose parents or guardians resort to the courts to obtain the assignment of a school place. It is a complex situation, given that the school admission system (SAE) has warned that in some towns in our region there are a certain number of children who have been left without a place. Along with this, there is also the problem of those children and adolescents who, although they have a place in an educational institution, it is very far from their home,” said Minister Pedro Caro.
He explained that, in addition, during the session the Regional Ministerial Secretariat of Education presented and “made known the operation of the system and the way to provide solutions to particular cases by the Family Courts. Communication channels were generated and the possibility of establishing a table for this issue of school admission was analyzed, showing the Ministry of Education its intention to overcome these problems. On the part of the courts, the problem was understood and the need to generate the greatest possible coordination.”
Specialized clinical diagnosis
At the meeting, the regional director of the Specialized Protection Service for Children and Adolescents (Better Childhood), Cristián Flores, and the department’s lawyer also made a presentation, who raised the difficulties that the execution of the specialized clinical diagnosis and the problematic in relation to its processing in the computer system and with discharge requests, all of which results in the purification of waiting lists.
Minister Caro pointed out that, after a dialogue with the Family Courts, technical advisors, ad litem curators of the My Lawyer and Children and Adolescents defend themselves programs, “certain lines of action were agreed upon to be worked on during the year and ways of direct communication to make the solution of the different critical nodes and problems generated on the matter more agile. I highlight that on this occasion we resumed in-person assistance in Court offices, which undoubtedly contributes to generating a space that enriches the debate,” he added.
