The outgoing cabinet announced stricter corona rules on Friday, as the number of infections and hospital admissions continues to rise and tougher action is needed.

New corona rules will apply from Saturday 13 November at 6:00 PM. That would mean:
Adjusted closing time
The catering industry and essential shops must close their doors earlier: at 20:00. With this, the government wants to limit the number of people’s movements. This measure applies to:
- all catering, such as cafes, bars and restaurants
- essential stores, such as supermarkets, pet stores and drug stores
Other shops have to close as early as 6 p.m., as do hairdressers, nail technicians and casinos. Visitors to cafes and restaurants, for example, are again required to have a permanent seat. They must also show a corona ticket upon entry.
Furthermore, events can take place until 6 p.m. with a corona ticket and a fixed seat. And with a maximum of 1250 people per room. This mandatory closing time does not apply to art and culture performances in, for example, cinemas, theaters and concert halls.
No audience at sports competitions
In order to limit the number of people’s movements, the cabinet also restricts the attendance of sports competitions. Spectators are not welcome at both professional and amateur competitions. There is therefore no public on Tuesday at the football match between the Netherlands and Norway.
Education
For MBO, HBO and universities, a maximum group size per independent space (excluding staff) of 75 people applies. This does not apply to rooms used for interim and final examinations.
Work from home advice
The advice from the cabinet to work from home will be further tightened. From last Saturday, the advice was to work from home at least half of the time, from Saturday this will be tightened up and applies again:
- work from home as much as possible, unless there really is no other option
Number of visitors
Many new infections are contracted while visiting someone else’s home. That is why the cabinet would like to reduce the number of visitors at home. You are therefore allowed a maximum of:
- received four guests aged 13 and older at home
The cabinet once again emphasizes people’s own responsibility: stick to the rules, limit visits and keep your distance. Keep your distance in those places where no corona ticket is required.
From 3G to 2G
The transition from the 3G rule to a 2G rule is expected to follow later. The legislation still needs to be amended for this. You will now receive a valid QR code if you Gvaccinated, Genezen of Getest (3G). The cabinet wants to change this to 2G. This means that you will no longer have a valid corona pass if you have only been tested negative.
Last week, the cabinet already decided that the corona pass is needed in more and more places, such as in the gym, at transfer locations (such as museums, zoos and fairgrounds), on the terrace and in the theatre, cinema and casino.
Other measures
The face mask returned to the streets last week. From Saturday November 6, you must wear a face mask in shops, at stations, in contact professions and during travel in education. Wearing a face mask was still mandatory on public transport and at airports.
People are also urgently advised to test themselves if they have complaints and to wait for the results at home.
