These are the human rights violators who are fugitives from justice

These are 10 former uniformed officers, most of whom are members of DINA and CNI, convicted of various cases of human rights violations and who are fugitives from justice. One of them has been wanted since October 2021.

Lawyers from the Estudio Jurídio Caucoto Abogados, an office specializing in human rights, released a list of 10 former uniformed fugitives from justice convicted of various crimes against humanity. The list is made up of former soldiers, police officers, former Navy officials, members of repressive apparatuses of the dictatorship such as the National Intelligence Directorate (DINA), the National Intelligence Center (CNI) and naval intelligence, accused as perpetrators and co-perpetrators. of qualified kidnapping, qualified homicide and application of torture, among other crimes.

According to the information, these are the ex-uniformed:

1) Héctor Fernando Osses Yáñez, a retired police officer and uniformed union leader, was convicted as the perpetrator in at least six cases for murders in the San Gregorio neighborhood. He is the one who would have been starting from justice the longest, since October 2021.

2) Jorge Octavio Vargas Bories, Army officer ®, CNI, sentenced as co-author of the murder of Federico Álvarez Santibáñez, to 10 years and one day.

3) Rubén Aroldo Morales López, Carabineros officer (r), sentenced to 10 years and one day in prison as the perpetrator of the aggravated homicide of Jorge Vásquez Matamala.

4) Luis Enrique Barrueto Bartning, businessman, sentenced to 10 years and one day as co-perpetrator of seven qualified kidnappings (forced disappearances) perpetrated in the Santa Bárbara commune.

The list also includes four convicted in the Conference II episode, all former DINA:

5) Federico Humberto Chaigneau Sepúlveda (Army officer ®)

6) José Miguel Meza Serrano (Armada®)

7) Eduardo Alejandro Oyarce Riquelme, Army NCO ®,

The three former agents were sentenced to 12 years in prison as co-authors of the crimes of qualified kidnapping of Fernando Navarro Allendes and Héctor Véliz Ramírez; and three years in prison for the crimes of simple kidnapping of Juan Fernando Ortiz Letelier, Horacio Cepeda Marinkovic and Lincoyán Berríos.

8) Víctor Álvarez Droguett (Army ®, DINA), convicted as co-perpetrator of the crimes of aggravated homicide in the persons of Mr. Juan Fernando Ortiz Letelier, Mr. Horacio Cepeda Marinkovic and Mr. Lincoyán Yalú Berríos Cataldo, to 15 years and 1 day of prison in its maximum degree;

– convicted as co-perpetrator of the crimes of qualified kidnapping in the persons of Fernando Alfredo Navarro Allendes and Héctor Véliz Ramírez, to the penalty of 12

years of imprisonment in its middle grade;

– convicted as the author of the crimes of simple kidnapping in the persons of Juan Fernando Ortiz Letelier, Mr. Horacio Cepeda Marinkovic and Mr. Lincoyán Yalú

Berríos Cataldo, sentenced to 3 years’ imprisonment for a minor degree” Álvarez Droguett is also sentenced to 10 years in prison for the qualified kidnapping of Marta Ugarte Román.

9) Alberto Roque del Sagrado Corazón Badilla Grillo, Navy officer ®,

sentenced to 12 years and 541 days, as the perpetrator of the crime of qualified homicide and application of torture, respectively.

10) Juan Dionisio Opazo Vera, ex-conscript, sentenced to 10 years and one day, as co-perpetrator of 38 qualified homicides.

For the lawyer Francisco Bustos, it is a worrying situation “A few months ago we had warned about fugitive agents for crimes against humanity, especially some since 2021 or 2022, which should be a priority for the authorities. We must especially consider that sentences have been pronounced long after due to the obstacles of impunity, and that the duties of the Chilean State regarding this kind of crimes are not exhausted by the duty to prosecute and eventually punish. It must be sanctioned with proportionate penalties, and along with that, the State must also ensure effective compliance with said sanctions, ”he said.

Bustos adds that “now, there is also some good news, such as the arrest of two fugitives this year, in addition to the fact that those sentenced in a dozen other recent processes are serving their sentences.”

This year Manfredo Enrique Jurgensen Caesar, a CNI doctor, sentenced as co-perpetrator of the qualified homicide of Federico Álvarez Santibáñez, was captured, to 8 years in prison.

Remember that Jurgensen was on the run since January this year and was detained in Argentina in June 2023 when he tried to board a flight to Germany, but died days later in prison.

While Olegario Enrique González Moreno, a former soldier and part of the DINA, was sentenced as co-perpetrator of 9 qualified kidnappings (forced disappearances), to 10 years and one day, beginning to serve his sentence in July 2023.
