Jakarta, CNBC Indonesia – The Downstream Oil and Gas Regulatory Agency (BPH Migas) has confirmed that it will officially prohibit luxury cars from buying fuel oil (BBM) of the type RON 90 or Pertalite. Luxury cars that are prohibited from buying Pertalite will be specified or viewed from the Cubicle Centimeter (CC) of each car.

To support this, BPH Migas and Pertamina are currently drafting technical guidelines regarding the criteria for vehicles that are entitled to purchase Pertalite as well as drafting a revision of Presidential Regulation (Perpres) Number 191 of 2014 concerning the Supply, Distribution and Retail Selling Price of Fuel Oil (BBM).

Head of BPH Migas, Erika Retnowati, said that the criteria included in the luxury car category will later refer to the size of the CC owned by the car. However, he has not detailed the amount of CC in question.

“Indeed, when we discussed a lot of debates and we came to the conclusion that the CC would be fixed. Why? We saw the consumption because the CC is large, it will consume a lot of fuel and they are designed not to consume Pertalite with engine specifications and even for a long time. Too long will damage the engine too,” he said at the CNBC Indonesia Energy Corner, Monday (6/6/2022).

To encourage the implementation of this policy, BPH Migas, said Erika, will cooperate with Universitas Gadjah Mada (UGM). Especially those who will conduct studies, the criteria, which will be determined from the amount of CC.

“The CC is still under discussion. It will be socialized later,” he said.

“We hope that around August-September we can launch it, we can do this trial, it’s still in the process of issuing regulations, after it has been determined we will carry out socialization first. So that is expected to be in August and September,” said Erika.

TNI-Polri and BUMN vehicles are also prohibited

In addition to luxury cars, vehicles that will also be prohibited from buying Pertalite are official vehicles belonging to the TNI, Polri and vehicles belonging to BUMN. In the future, his party will cooperate with the police to carry out surveillance. But what is certain is that in order to implement the implementation of the distribution of subsidized fuel in a closed manner, BPH Migas will utilize digital infrastructure.

“So the TNI-Polri official cars cannot use Pertalite, including cars owned by SOEs,” he said.

Currently, the data on the criteria for purchasing Pertalite are in hand. Erika said that the consumer data had been determined. In the future, if this policy is implemented, consumers will use the application in purchasing Pertalite gasoline.

“So we don’t use data like the Ministry of Social Affairs, but we ask who is determined to be registered and register through a digital application. So the operator can know whether the consumer is registered and has the right to buy Pertalite,” said Erika.

According to Erika, since Pertalite was established as JBKP, the volume and selling price of Pertalite has been determined by the government. So that not everyone can consume the fuel of a million Indonesian people.

“This Pertalite price is still below the economic price and the government must provide compensation and it is intended for the underprivileged. Luxury cars are certainly not allowed,” he said.

BPH Migas Committee member, Saleh Abdurrahman previously explained that his party is still discussing what criteria can categorize a car as a luxury car.

For example, whether seen from the amount of CC owned, year of manufacture and so on. This is done so that the categorization of luxury cars can be easily understood by the wider community.

“The criteria are still being discussed so that they are easy to understand and implement in the field,” Saleh told CNBC Indonesia, Tuesday (31/5/2022).

However, according to Saleh, currently BPH Migas is optimizing digital service features owned by PT Pertamina (Persero), namely the MyPertamina application. Especially in purchasing subsidized diesel fuel and assignments such as Pertalite.

According to Saleh, every purchase transaction for Pertalite type BBM in the future is planned to be integrated with the MyPertamina application. So that people who have the right to buy Pertalite must first register on the application system.

“Once again, when the digitization of MyPertamina has been fully implemented, all subsidy recipients must register,” he said.
