PUPR Minister Basuki Hadimuljono said the project Ciliwung River canal never mind for 6 years. This is what makes the project never finished, he also dismissed the notion of being stalled.
So one of the things that made the project stagnate in the middle of the road was land acquisition which had stopped and never been completed. Land acquisition itself became a problem after there was a dispute with residents around the project, this matter even went to court.
“Yes (the project has stalled due to land acquisition), including the part where sheet piles were installed there in 2015-2017 but the land has not been normalized,” said Basuki after holding a limited meeting at the State Palace, Wednesday (25/1/2023).
Regarding land acquisition itself, according to him, everything returns to the affairs of the Regional Government, in the case of the DKI Jakarta Provincial Government. He had mentioned that Acting Governor Heru Budi could do it quickly.
“I depend on the Regional Government, it turns out that he (Acting Governor Heru Budi) can do that,” said Basuki.
Sodetan Land Acquisition History
According to detikcom’s records, the sodetan project itself was directly initiated by Joko Widodo (Jokowi) when he was still the Governor of DKI Jakarta. However, in 2015 when Jokowi’s position was filled by Basuki Tjahaja Purnama alias Ahok, the land for the sodetan project experienced problems with its acquisition.
In fact, the project was hampered by a lawsuit by residents in mid-2015. This was because the project land was still inhabited by residents in the Bidara Cina area and could not yet be released. In fact, Jokowi, who at that time was already President, hoped that this project could be put into operation in October 2015.
Things got longer and longer when Chinese Bidara residents filed a lawsuit with Number 59/G/2016/PTUN-JKT against Governor’s Decree Number 2779/2015 concerning Amendments to DKI Jakarta Governor’s Decree Number 81/2014 concerning Determination of the Location for Construction of the Ciliwung River Inlet Sodetan towards the East Flood Canal ( KBT) at Administrative Court. Residents do not accept the steps taken by the DKI Provincial Government to control without prior socialization.
