Budgetary funds must be requested and approved at a meeting of the Council of Ministers, as was the case with such extraordinary payments. To date, such an item has not been considered in the agenda of government meetings.
There is something else that will further delay the payout. As there will obviously be a delay on the September 30 deadline, Brussels must agree to Bulgaria supporting its farmers after the deadline.
It is expected that the Council of Ministers will agree to the allocation of funds to support farmers from the state budget as soon as possible. Then the European Commission should say yes. If the two institutions do not further delay the procedure, the Ukrainian aid should finally flow before the elections.
