The 10.16 by-election, which attracted attention as a battleground election between and within the ruling and opposition parties, such as <a href="http://www.world-today-news.com/%ec%a0%84%ea%b5%ad10-confirmed-cases-at-busan-nursing-hospital-increasing-infections-related-to-religious-facilities/" title="[전국]10 confirmed cases at Busan nursing hospital… increasing infections related to religious facilities”>Geumjeong-gu in Busan and Yeonggwang-gun in Jeollanam-do, ended without a surprise with the Democratic Party of Korea winning two places and the People Power Party winning two places. The People Power Party took Ganghwa-gun, Incheon, which was its stronghold, and Geumjeong-gu, Busan, which was classified as a battleground between the ruling and opposition parties according to opinion polls, while the Democratic Party took Yeonggwang-gun, Jeonnam, which was considered a battleground within the opposition party following Gokseong-gun, Jeollanam-do.
According to the National Election Commission’s vote counting progress on the 16th, the results of the Incheon Ganghwa-gun by-election as of midnight on this day were People Power Party candidate Park Yong-cheol recorded 50.71% of the votes with a counting rate of 85.26%, ahead of Democratic Party candidate Han Yeon-hee (42.57%) and was named Ganghwa-gun governor. The election is certain. Independent candidate Ahn Sang-soo recorded 6.04%, and Kim Byeong-yeon recorded 0.66%.
In Geumjeong-gu, Busan, which has been evaluated as a ‘conservative garden’ but was classified as a battleground between the ruling and opposition parties in this election due to the unification of opposition candidates and good public opinion polls, People Power Party candidate Yoon Il-hyun (59.27%) was defeated by Democratic Party Kim Gyeong-ji at the same time based on a vote counting rate of 54.04%. He was sure to be elected as Geumjeong-gu mayor, beating the candidate (40.72%) by a large margin.
Han Dong-hoon, representative of the People Power Party, wrote on his Facebook page when it became clear that Candidate Yoon would be elected on this day, saying, “The people have given the People Power Party and the government an opportunity to change and reform,” adding, “The government and the ruling party will change and reform according to the will of the people.” He also attracted attention by saying, “I will lead the reform.” This can be interpreted as an attempt to solidify leadership in party-government relations by using the preservation of the garden as an opportunity.
Previously, inside and outside the party, there was an assessment of Representative Han, who was in a state of party-government conflict due to the ‘Kim Kun-hee risk’, that ‘his political position may be shaken depending on the results of this Geumjeong-gu mayor election’, and in particular, the pro-Yoon group said, ‘Representative Han caused It was argued that party-government conflict was responsible for the election crisis. Representative Han also visited Geumjeong-gu five times during this election campaign period and focused on defending Geumjeong by participating in walking campaign events such as ‘Crossing Geumjeong-gu on foot’ at the last minute of the election.

The Democratic Party of Korea won the re-election of Yeonggwang and Gokseong counties in Jeollanam-do. In Yeonggwang, Democratic Party candidate Jang Se-il was elected, and in Gokseong, candidate Jo Sang-rae was elected.
As of midnight on this day, Democratic Party candidate Jang Se-il received 41.03% of the votes and is certain to win the Yeonggwang County mayoral re-election. Second place was Progressive Party candidate Lee Seok-ha (31.32%), and third place was Father Korea Innovation Party candidate Jang Hyeon (25.88%). In the Gokseong County mayoral re-election, with 100% of the votes counted, Democratic Party candidate Jo Sang-rae was confirmed to be elected with 55.26% of the votes. There was a gap of 19.41 percentage points between him and Park Woong-du, the candidate of the Fatherland Innovation Party (35.85%), who came in second place.
Lee Jae-myung, the leader of the Democratic Party, who entered the ‘Honam Battle’ with the Fatherland Innovation Party, appears to have achieved an easy victory. Starting on the 13th of last month, Cho Kuk, leader of the Fatherland Innovation Party, began ‘living in the Honam’ in Yeonggwang, and Democratic Party leaders, including top member Han Jun-ho, also began ‘living for a month’ in Yeonggwang and Gokseong to sway public sentiment. Representative Lee Jae-myung has also sought glory three times, and as a result of his efforts to defend Honam, his ‘homeland’, it appears that the support base of the Democratic Party has rallied.
In his election speech, Candidate Seil Jang stated, “I will put the Energy Committee first and create a basic income using sunlight and wind.” Candidate Jang entered local politics as a member of the Yeonggwang County Council in the 2014 local elections, and was elected as a Jeonnam Provincial Council member in the 2018 local elections. He also served as a standing member of the pro-Myeong faction external organization ‘The Democratic National Innovation Council’.
Candidate Jang said, “I was able to be in this position thanks to the dedication and sweat of the Democratic Party lawmakers and party members who honored me from all over the country, including Democratic Party leader Lee Jae-myeong,” and added, “We will create a better rural area to live in and allow children to study with peace of mind.” “We will create an environment where people can thrive, and more than anything, we will develop it into a warm glory where we can all enjoy the fruits of Yeonggwang’s development,” he said.
Cho Sang-rae, the mayor-elect of Gokseong County, said in his remarks that day, “We will overcome the crisis of local extinction by paying basic income every year and issuing local currency worth 20 billion won.” President-elect Cho ran for the mayor of Gokseong County as a member of the Party for Democracy and Peace in the 2018 local elections and as an independent candidate in the 2022 local elections, but was defeated. Ultimately, in this by-election, he was nominated as the Democratic Party candidate and succeeded in being elected.
President-elect Cho said, “We will support basic income by 500,000 won every year and gradually increase it so that local residents can live well,” and added, “We will issue 20 billion won in local currency, such as Simcheong gift certificates, every year to encourage consumption in the region.” He continued, “Now that the chaotic election is over, let us all return to our daily lives and plan Gokseong’s future with harmony, not division and strife.”
