Around 4 am on February 10, the Russian military launched strikes on critical infrastructure, according to HOVA chairman Oleg Sinegubov.

Sinegubov also confirms power outages in some areas.
“Emergency services are already on the scene of the explosions. Information about the victims and the extent of the destruction is being specified,” he wrote.
Recall that since the announcement of the air raid alert in the region at 4:02 a.m., at least eight explosions have sounded in Kharkiv. The head of the Kharkov military garrison, Brigadier General Sergei Melnik, wrote that the enemy was launching S-300 missiles. The head of the Kharkiv OVA, Oleg Sinegubov, urged people to stay in shelters. Kharkiv Mayor Igor Terekhov said that the enemy had been hitting critical infrastructure, so there could be power outages, water and heating in the city.
