“There must be nationally responsible capital in Bulgaria”. This was stated by the People’s Representative from the BSP LEFT BULGARIA member of the IB of the left Dragomir Stoynev on BNT. According to him, in key sectors of our economy, in addition to foreign investors, public enterprises with the participation of the state should work to guarantee stability and prevent social chaos in the event of a decision to leave the country from foreign investment.
“Public enterprises with state participation can become an instrument for the expansion of Bulgarian capital in the Balkans, if the state manages them on a market basis,” Stoynev also announced. He gave examples of the state-owned Swedish company Telenor, as well as CEZ, in which the Czech state has a stake.
Stoynev explained that the bill on public enterprises, which the BSP submitted to the parliament yesterday, is part of the package of measures of the new leadership of the BSP for managing the economy and for the efficient use of public resources.
“Commercial companies with more than 50% state or municipal participation will work on a market basis, competitive with the private sector, will manage public resources efficiently and transparently, their management will be appointed after competitions, including international ones, with business plans and goals previously announced by the candidates – these will be the direct effects of the adoption of the law”, emphasized the national representative. According to him, Bulgaria will fulfill the recommendations of the Organization for Economic Cooperation and Development.
“In Bulgaria, it is said that the state is a bad manager, that it does not manage its property well, but the state sector can generate profit that stays in the country, enters the budget. I hope that the draft law will be considered quickly in committee and will receive support from the other political forces”, said Stoynev. He added that in the last 25 years we may have been wrong regarding state property, and that the BSP is ready to accept constructive additions to the texts of the bill.
Currently, public enterprises create about 10% of the country’s GDP and provide about 10% of employment. In Germany – the share is 54%, in France – 35%.
