From 2025 there will be more money for those in need of care in Germany – in a wide variety of areas. How much more there is depends on the level of care.

There are a few changes coming with the new year. For some, there is good news: There is more money – at least a little. echo24.de has already summarized who can look forward to more money in 2025. For example, basic child benefits are to be introduced – and thus child benefit is to be replaced. This increases the surcharge for parents. Some employees can also expect a higher salary in 2025 as a result of a change in net wages. There will also be slightly higher financial benefits in the new year for those in need of care who do not live in a home but are cared for at home by relatives.

As “pflege.de” writes, most care services should increase by 4.5 percent at the beginning of the year – based on the Care Support and Relief Act, which was already created in 2023. According to “pflege.de” the following care services will be increased:

  • Care allowance
  • Care benefits in kind
  • Relief amount
  • Care aids for consumption
  • Preventative care
  • Short-term care
  • Day and night care
  • Measures to improve the living environment
  • Additional support services for DiPA
  • Services for fully inpatient care
  • Residential group surcharge & start-up financing for residential groups

The next increase will only occur in three years: “As of January 1st, 2025 and January 1st, 2028, the cash and non-cash benefits will automatically be dynamized based on price developments,” writes the Federal Ministry of Health.

The increase in care allowance is based on the development of prices and wages. In 2025, salaries for employees in certain industries are also expected to rise, a survey shows. The expected wage increases range between 3.6 percent and 4.9 percent.

How high the care allowance is depends on the level of care. In general, people in need of care from care level 2 receive financial support if relatives or friends look after the person in need at home. According to “mdr.de”, over four million people in Germany are cared for at home. This table shows how the care allowance should increase in 2025 according to “pflege.de”:

This means: Depending on the level of care, the care allowance will increase by between 15 and 43 euros in 2025. According to the Federal Ministry of Health, the care allowance is freely available to those in need and can be used individually according to their needs.

Care allowance in Germany

In Germany, care allowance is only available upon application. The respective level of care is determined by an expert. As the Federal Ministry of Health explains, in order to be entitled to nursing care allowance, you must have paid into the nursing care fund for at least two years in the last ten years – or have family insurance.

Surcharge for care benefits in kind is due in 2025 – increase depends on the level of care

There will also be an increase in non-cash care benefits in 2025. According to “pflege.de”, the surcharge should be as high per month depending on the level of care:

Depending on the level of care, from 2025 there will be between 35 and 99 euros more money for care benefits in kind. According to the Federal Ministry of Health, care benefits in kind include care and support provided by nursing services, individual caregivers and care services.

More money for day and night care in 2025

Day and night care is a supplement to care at home. According to “pflege.de”, the amount also increases depending on the level of care:

Care level 2 from 689 euros to 721 eurosCare level 3 from 1298 euros to 1357 eurosCare level 4 from 1612 euros to 1685 eurosCare level 5 from 1995 euros to 2085 euros

Between 32 euros and 90 euros more will be available for day and night care from 2025.

Benefits for fully inpatient care are expected to increase in 2025 – the table provides an overview

Full-time care means that those in need of care are not accommodated at home, but in a facility and are cared for there. The amount of the benefit depends on the level of care; the nursing care insurance pays a fixed amount. This is how high the increase should be in 2025, according to “pflege.de”:

In full-time inpatient care, benefits will rise between 35 euros and 91 euros in Germany in 2025.
