There is no more money for house managers – this is how the district wants to solve the problem

The district needs new employees to look after asylum seekers. However, the Free State only subsidizes part of the expenditure. Because there is a budget gap of 90 million euros in the budget for 2025, the district must make massive savings or the municipalities will have to pay even more through the district levy.

There are currently 5,000 refugees living in the accommodations in the district, and the district is expecting a further 3,700 next year. Employees of the district office and social educators from the refugee integration advisory service have so far been helping the new arrivals in the accommodations. Two years ago, the district councils also decided that new positions should be created for nine house managers who would act as contact persons in the large accommodations to ensure better hygiene and good coexistence.

Positions require 1.1 million euros

However, there is now a lack of 1.1 million euros to create these positions for house managers. Two contracts have already been concluded in Unterschleißheim and Garching. The accommodation managers have been contributing to better care for the residents since February, the district committee said on Monday. In addition, the accommodation managers are important partners in the planned work opportunities that are to be created under the Asylum Act. After the test phase, their contracts are to be extended. In contrast, in Haar, a house manager at the accommodation on Hans-Pinsel-Straße was fired while still in his probationary period; this position is to be filled. Accommodation lines were also planned in Unterföhring, Neubiberg, Oberhaching, Unterhaching, Grasbrunn and in Haar on Wasserburger Landstrasse.

But these plans can no longer be financed. “It is clear to everyone that an accommodation manager would be good,” said SPD parliamentary group leader Florian Schardt: “But there are a lot of problems in many corners.” He was surprised at the price that the district has to pay to fill the house manager positions work together, estimate the sum for one year: 156,000 euros. “That’s why I get a mayor,” Schardt wondered: “This shows that they work with personnel service providers who also earn well.”

After intensive discussion, the district committee decided on a different approach. The district administration should redesign the house management: A team of accommodation managers should be formed to look after all accommodations. District Administrator Christoph Göbel (CSU) explained: “Mayors ask me what is different about Unterschleißheim or Garching than at other locations. It makes more sense that there is no permanent house manager anywhere, but there is a management service that is responsible everywhere.” Unfortunately, the money that the Free State provides through the so-called caretaker flat rate is not sufficient. The Free State operates 33 large accommodation facilities in the district, which are organized by the district. The Free State is providing 2.6 million euros for staff. However, this sum is needed for the current staff, including the two house manager positions in Unterschleißheim and Garching. If the district were to finance additional house managers, it would have to pay an additional 1.1 million at its own expense. But there isn’t enough money for that.
