The Ukrainian army, emboldened by long-range artillery weapons received from the West, has recaptured several areas from the occupiers in the Kherson region in recent weeks.
“We can say that a turning point has occurred on the battlefield. We see that the Armed Forces of Ukraine are gaining the upper hand in the very last military operations,” Khlan said.
“We can say that we are moving from defensive to counter-offensive actions,” he added.
Russian troops occupied the district center Kherson on March 3. It was the first major city to fall to Moscow after Russia launched a full-scale war against Ukraine on February 24.
The region important for Ukrainian agriculture is located next to the Crimean peninsula, which was occupied and annexed by Russia in 2014.
