No more procrastination around the low emission zone (ZFE) In the metropolis of Lille : the choice of scenario is decided, the date set. The metropolitan council of October 18, 2024 came to ratify what had been looming for months, namely an ZFE in its most flexible versionwhich will enable the metropolis to be more exactly named “vigilance territory”. With this decision, the MEL believes that it best combines “environmental aspirations and realities on the ground”. The entry into force will take place on January 1, 2025and will only concern unclassified vehicles.

Vehicles from before 1997 are included in this “unclassified” category. More precisely, gasoline or diesel cars put into circulation before January 1, 1997, gasoline or diesel utility vehicles put into circulation before December 31, 1997 and weights heavy trucks, coaches and buses put into circulation before December 31, 2001. “These vehicles will be gradually banned from circulation in the 95 municipalities of the metropolis from January 1,” summarizes the MEL. There would be environ 6 200.

The other scenario, which is no longer relevant, proposed also banning the circulation of Crit’Air 5 and 4 cars, registered before 2001 and 2005 respectively. The citizen consultation, aimed at surveying residents, showed that the general public was not in favor of this more severe scenario: of the 856 responses collected, 175 supported the move to “vigilance territory”, and 115 the “reference scenario” (unclassified vehicles and Crit’ stickers air 4 and 5). 376 people even simply spoke out against the ZFE.

The MEL explains that it initially leaned towards the most restrictive scenario, like the City of Lille, but that it would have transformed the territory into a “high exclusion zone” without the necessary aid to support households.

“The MEL could not, on its own, support all the efforts necessary to support households in replacing their vehicles with less polluting models. If local aid exists, it remains insufficient […] Unfortunately, the state has not fully addressed the issue, leaving the MEL and its residents to shoulder much of the burden. A stronger commitment […] to accelerate the replacement of polluting vehicles without penalizing the poorest. »

Locally, the most restrictive scenario (unclassified, Crit’air 4 and 5) was disapproved by 47 of the 95 municipalities forming the metropolis, while 39 cities preferred it. 9 municipalities abstained or did not comment.

Exemptions for small riders and holders of a public transport subscription

On January 1, 2025, an “awareness phase” will begin, before verbalization, for a “smooth transition”. The more than 6,000 vehicles dating from before 1997 will gradually be banned from circulation in the 95 municipalities of the metropolis… unless their owners are affected by one of the exemptions which accompany the establishment of this ZFE.

The most relevant exemptions are those for the little rollers – less than 8,000 km per year, with the provision of supporting documents on a dedicated platform – and for motorists in possession of a pass pass card supporting a monthly or annual Ilévia subscriptionor a subscription TER valid (again with the provision of supporting documents). “This exemption is a strong encouragement to drawdown, particularly for peri-urban areas where access to structuring networks is not possible in active modes (outside as well as within the metropolitan perimeter),” justifies the MEL.

At the metropolitan council, the Greens expressed their dissatisfaction with this outcome, which occurred after 5 years of reflection. The elected officials, who voted against the deliberation, speak of a “renunciation”: validating the “vigilance territory” scenario amounts to “not doing much, since the ban on fewer than 6,300 vehicles will only have marginal effects on air quality,” the group estimated.
