What changed?

Mega elections – they will be held in 70 countries, including Russia, EU, India, USA, and will affect the majority of humanity;

Generative artificial intelligence – the technical ability to create an unlimited amount of uncontrolled content;

The growing divergence in the agenda of the political elites and the masses, their growing mutual irritation, which gives low ratings to most of the world’s political flagships and, on the contrary, unprecedentedly high ratings to alternative and non-systemic politicians and party projects.

In the language of Davos: “growing social polarization, increasing instability of democracies, growing geopolitical tensions and expanding technical capabilities for disinformation campaigns related to the development of artificial intelligence.”

It is noted that “authoritarian countries” (China, Russia, Iran, the Gulf monarchies) have been very successful in demonstrating the competitiveness of their models in socio-economic or technological terms. The fact that China is a supplier of innovation and technology, Russia is growing economically faster than the EU, and the UAE and Qatar are getting richer without elections has become a major political problem for the West.

What is important to understand about “disinformation” in today’s global newspeak?

“Disinformation” is not false information, it is the dissemination of informational messages or assessments that contradict the current agenda of the elites. Fragile construction. Tomorrow’s “misinformation” is still “truth” today. A legitimate or even controversial claim in a specific, professional, for example, audience becomes “misinformation” for a mass audience.

Like vaccines during the coronavirus, when the scientifically irrefutable phrase that vaccines, like any medicine, have contraindications and side effects, became the reason for bans and, in places, criminal cases.

In order to “contain” the threat of disinformation, constant monitoring is required. At all levels, from strategic (that is, control of social networks and media so that “spreading disinformation” does not even occur to anyone) to situational – monitor the changing agenda and appoint the category of “disinformation” in a timely manner. And in conditions where AI can create as much content as you want, it’s difficult.

How do we deal with the threat, other than the already clearly ineffective “content review centers” into which a lot of money and resources were poured during the pandemic?

New laws for social networks making them responsible for what users write and obligations to remove information as quickly as possible (in effect, a new interpretation of censorship) are being passed everywhere from Brazil to the EU.

New laws to “counteract hatred and discrimination” are being adopted en masse, criminalizing potentially any emotionally charged speech in the field of politics, social sphere, culture.

Encouraging ‘self-censorship’ among tech giants. It is precisely because of the refusal of this self-censorship that Musk’s Twitter (now “X”) provokes fierce hatred and complaints. But the AI ​​developers do not disappoint. Directly at Davos, OpenAI presented a “road map” and “principles” by which they will counter “disinformation” in elections – if you remove the chaff, they plan to ban the “chatbot” from creating incorrect political content. Literally, the system will refuse to create content for certain keywords and concepts. More projects to educate the younger generation in line with tolerance, the climate agenda and other agendas related to world authorities, more work with the Global South in this direction.

So far, the plan has been published in this form. Let’s see if it helps. (Probably not). But the very fact that the free circulation of information critical of the behavior of national and international elites “undermines world order” and is the main threat to civilization in 2024 is an important feature of what the forum itself calls a “multiple crisis.”
