“The white plan is a bandage on a wooden leg,” said Tuesday, August 20 on France Inter Mélanie Meier, nursing assistant and general secretary of the CFDT union at the Nord Franche-Comté hospital, while the hospital center activated this crisis management system on Saturday, which allows additional resources and staff to be mobilized.

The white plan “had been triggered four times last year”recalls Melanie Meier. “It’s the only weapon, she saidthe distress signal finally sent by the hospital to say that we can’t cope, that it’s no longer possible.”

Summer in Trévenans (Territoire-de-Belfort) ist “worse than other summers”assures the CFDT union representative, “We have never had so many closed beds and we have never had such a shortage of staff in our establishment.” This nursing assistant sometimes sees patients waiting for “whole days on stretchers, spending 50 to 60 hours waiting in the emergency room for a hospital bed.”

The lack of staff throughout the year is the main problem, according to the CFDT representative. The Nord Franche-Comté hospital must manage a constant flow of patient arrivals, who come from a “population basin of 350,000 inhabitants”and ensure continuity of care during the closure of private establishments, for example in the summer. “But the influx of patients is far too high all year round, not just in the summer,” regrets the CFDT representative.
