The requirements will apply to people crossing the border with Canada and Mexico for non-essential reasons, including visiting friends or family members on a tourist trip.
The administration said last month that air passengers arriving in the United States would have to be fully vaccinated from November.
In the second phase of the plan, which begins in January, all travelers, for both substantial and non-substantial reasons, will be required to present proof of vaccination when entering the United States from Canada or Mexico.
“These latest vaccination requirements use the best tools in our arsenal to ensure human safety and prevent the spread of Covid-19,” a senior administration official told reporters on Tuesday.
Administration officials stressed that the new requirements will apply to travelers with the necessary travel documents.
Migrants attempting to cross the border illegally will continue to be subject to restrictions, including conditions for potential expulsions under Chapter 42 of the U.S. Code of Conduct, the Trumpet Public Health Directive, which was used to reject all illegal immigrants at the U.S.-Mexico border.
