The Western Scheldt Tunnel in Zeeland might be toll-free from 1 January

The Western Scheldt Tunnel was opened in 2003 to attach Zeeuws-Vlaanderen with Zuid-Beveland. At 6.6 kilometers, the tunnel is the longest within the Netherlands. On common, greater than 21,000 automobiles use it day by day.

Using the tunnel will not be free: a single journey prices 5 euros for passenger vehicles, 2.50 euros for bikes and 25 euros for vehicles longer than 12 meters. Frequent customers and season ticket holders pay much less.
