The president of France wants to attend the organization’s summit in South Africa, and a conversation was held in Washington with the prime minister of India. Will they be able to achieve what they want?

At the request of the Ukrainian authorities in Copenhagen, US national security adviser Jake Sullivan and Deputy Secretary of State Victoria Newland met with those who remain neutral in the conflict between Kiev and Moscow. According to the “Financial Times”, the Americans talked, among other things, with representatives of India, Brazil, China, South Africa – the countries that created BRICS together with Russia.
They are received at the Danish Foreign Ministry, no arrangements are reported as the event is unofficial. According to Reuters, the “basic principles of peace” in Ukraine were discussed. At the same time, the German television channel ARD reported that an official meeting could be held as early as July in Brussels.
Indian Prime Minister Narendra Modi visited the US on the same days. It should be noted that in 2005 his American visa was revoked because Washington believed that he, as the head of the state of Gujarat, oppressed religious minorities. In 2014, Modi became the head of the government, the ban was forgotten, and nine years later they even organized a high-level visit.
Biden spoke with him for about two hours. Afterwards, the heads of state spoke to reporters. They noted the increased tension and destabilizing actions in the East and South China Seas. China was not mentioned, but the implication is clear. They expressed readiness for cooperation in the field of space exploration and high technology. A number of commercial disputes are also reported to be settled.
Modi refrained from direct criticism of Russia, but indicated that India was not neutral and was in favor of a peaceful settlement of the conflict. “This is the era of dialogue and diplomacy,” he stressed. All countries must respect international law and the sovereignty of other countries, the prime minister added.
Paris is on the move
Meanwhile, Emmanuel Macron wants to attend the BRICS summit in August in South Africa. The African Republic’s Foreign Ministry said President Cyril Ramaphosa would personally make a decision on the matter. And they clarified: if Macron is invited, it will be the first such case in the history of the organization.
The Deputy Minister of Foreign Affairs of Russia Sergey Ryabkov informed that in Moscow the President of France is considered an inappropriate guest. Macron is too hostile and shares the NATO line of “strategic defeat” against the Kremlin. The diplomat recalled that only those countries that do not announce unilateral sanctions against current members of the organization can be candidates for BRICS. Ryabkov hopes that Russia’s opinion will be taken into account in South Africa.
For his part, French Foreign Minister Catherine Colonna pointed out that dialogue is useful even when countries disagree with each other. And she sees nothing wrong with Macron attending the BRICS meeting.
In addition, on the initiative of the Elysée Palace, a high-level meeting on a new global financial pact was held in Paris on June 22-23. Macron wants to improve cooperation between North and South in solving common problems: for example, overcoming poverty and fighting climate change. Representatives of 130 countries were invited to the meeting, but Russia was not invited, as Moscow, as the organizers put it, “is temporarily out of the game.”
Deceptive neutrality
The BRICS summit is scheduled to take place on August 22 in Johannesburg, South Africa’s largest city. At the end of May, Western media discussed the possibility of transferring the talks to China, since Cape Town recognizes the jurisdiction of the International Criminal Court and is obliged to arrest Russian President Vladimir Putin if he appears in the country. The South African Foreign Ministry, however, put an end to speculation on this topic by guaranteeing all participants diplomatic immunity – in accordance with the UN conventions of 1946 and 1947.
Fyodor Lukyanov, editor-in-chief of the magazine “Russia in Global Affairs” explains: BRICS members cannot be perceived as Moscow’s allies in the conflict with Ukraine. They try to remain neutral and call for peace. In fact, this distinguishes them from the collective West, which puts all the responsibility on the Kremlin.
“The US and its allies are pulling BRICS to their side. But it is unlikely that anything will come of it. The essence of the organization is to make independent decisions, not to follow someone’s lead. The participants are for themselves and for stability, which is profitable For them, there is no reason to change this position,” the political scientist believes.
The West is trying to work on the mistakes made in 2022, he continued. If earlier it was believed that the international community should, so to speak, by default join the United States and the European Union, now Washington and Brussels are persuading the rest of the world to stand by them. However, according to Lukyanov, they are still too arrogant and offer nothing to India or South Africa to force them to radically revise their foreign policy.
